64 <br /> Angelo Castellucci , 2603 Delaware Avenue , <br /> spoke in opposition to permitting another <br /> gas station , <br /> Councilman Henderson moved to close the public hearing , seconded by <br /> Councilman Keckley and carried , <br /> Councilman Rhodes moved to affirm the action of the Planning Commission <br /> and deny the application for Use Permit , seconded by Councilman Henderson , <br /> Councilman Keckley noted that in checking with County concerning the <br /> parcel across the street from this parcel under consideration, he found <br /> that it had been before the County for rezoning on six different <br /> occasions , including on one occasion for rezoning to Commercial , denial <br /> being based on the fact that it was spot zoning , that commercial use was <br /> not compatible with the surrounding area , and that it was incompatible <br /> with Redwood City ' s General Plan of 1960 , which , he added , was not adopted <br /> by Council . Until this time , the County has apparently taken into <br /> consideration what uses the City was permitting across the street in <br /> making its decision , and Councilman Keckley felt that if the service <br /> station is constructed there , it was probable the County would then allow <br /> similar uses in adjacent County area , He noted that the situation was <br /> similar all along Woodside Road , and felt it was important to continue <br /> having the cooperation of the County . He pointed out , also , that since <br /> the property was rezoned , the Planning Commission has completed its study <br /> and that the General Plan would be a matter of public hearing before <br /> Council on April 5th . Planning Commission recommendation for the corner <br /> was for townhouse or apartment developments . <br /> Councilman Henderson agreed and felt that the professional opinion of <br /> the Planning Staff was something that should weigh heavily in the Council ' s <br /> thinking , and noted that denial of the application had been by unanimous <br /> vote of the Commission . <br /> Motion by Councilman Rhodes to uphold decision of the Planning Commission <br /> and deny the application for Use Permit carried on roll call vote , Councilman <br /> Williams abstaining, and Mayor Bury voting no . (MINUTE ORDER #71-46 ) <br /> Councilman Weymouth indicated that while he voted against the Use Permit , <br /> he had not changed his opinion that proper zoning for the corner was CN <br /> or Commercial . <br /> Council questioned whether another rezoning of this site could be <br /> considered , and what would be the correct procedure . <br />
