65 City Attorney indicated that if Council is so disposed , they could adopt a resolution of intention which would require Planning Commission to hold a public hearing initially , after which it would come back to Council , or they could by motion request a recommendation from the Planning Commission or Staff . Councilman Henderson stated that if it was in order to introduce a resolution of intention at this point , in order to conform with the recommendation in proposed General Plan for Woodside Road , she would offer such a resolution, asking the Planning Commission to reconsider zoning the property to R-3 (Residential-Apartment ) District . Councilman Keckley felt it might be preferable to first consider adoption of the General Plan, and if adopted , to support it . Councilman Henderson moved to adopt Resolution of Intention which would refer the matter back to Planning Commission to take appropriate action to rezone , seconded by Councilman Rhodes . City Attorney advised that for the record , this was a Resolution of Intention of the Council of the City of Redwood City to rezone parcel of property situate in the vicinity of the southeasterly corner of the intersection of Alameda de las Pulgas and Woodside Road from "CN" to "R-3 " Zoning District . The effect , if motion adopted , would be to transmit the matter to the Planning Commission, who must hold a public hearing on the rezoning within forty days . Councilman Keckley asked if the maker of the motion might consider amendment by the striking of "R-3 " and inserting of "Townhouses and Apartments " and leave decision to the Planning Commission as to determining density for the corner . After additional discussion, Councilman Henderson withdrew her original motion , and moved to recommend to Planning Commission to hold hearings in consideration of rezoning the property as proposed in the General Plan for Woodside Road for residential ; namely , dwelling clusters , townhouses and apartments , seconded by Councilman Rhodes , Roll call with Councilman Williams abstaining was repeated after City Attorney ruled that the relation- ship between Councilman and the applicant was not relevant to this motion, since the motion was on a matter proposed by the Council , and not application by an individual . Motion lost on roll call vote , Councilmen Henderson and Rhodes voting yes , and Councilmen Keckley, Petersen, Weymouth, Williams and Mayor Bury voting no , Councilman Williams joined with those Councilmen who felt the hearing on the General Plan for Woodside Road should be held prior to taking further action for rezoning consideration on this site ,
