65 <br /> City Attorney indicated that if Council is so disposed , they could adopt <br /> a resolution of intention which would require Planning Commission to hold <br /> a public hearing initially , after which it would come back to Council , or <br /> they could by motion request a recommendation from the Planning Commission <br /> or Staff . <br /> Councilman Henderson stated that if it was in order to introduce a <br /> resolution of intention at this point , in order to conform with the <br /> recommendation in proposed General Plan for Woodside Road , she would <br /> offer such a resolution, asking the Planning Commission to reconsider <br /> zoning the property to R-3 (Residential-Apartment ) District . <br /> Councilman Keckley felt it might be preferable to first consider adoption <br /> of the General Plan, and if adopted , to support it . <br /> Councilman Henderson moved to adopt Resolution of Intention which would refer <br /> the matter back to Planning Commission to take appropriate action to rezone , <br /> seconded by Councilman Rhodes . <br /> City Attorney advised that for the record , this was a Resolution of Intention <br /> of the Council of the City of Redwood City to rezone parcel of property <br /> situate in the vicinity of the southeasterly corner of the intersection of <br /> Alameda de las Pulgas and Woodside Road from "CN" to "R-3 " Zoning District . <br /> The effect , if motion adopted , would be to transmit the matter to the Planning <br /> Commission, who must hold a public hearing on the rezoning within forty days . <br /> Councilman Keckley asked if the maker of the motion might consider amendment <br /> by the striking of "R-3 " and inserting of "Townhouses and Apartments " and <br /> leave decision to the Planning Commission as to determining density for <br /> the corner . <br /> After additional discussion, Councilman Henderson withdrew her original <br /> motion , and moved to recommend to Planning Commission to hold hearings in <br /> consideration of rezoning the property as proposed in the General Plan for <br /> Woodside Road for residential ; namely , dwelling clusters , townhouses and <br /> apartments , seconded by Councilman Rhodes , Roll call with Councilman <br /> Williams abstaining was repeated after City Attorney ruled that the relation- <br /> ship between Councilman and the applicant was not relevant to this motion, <br /> since the motion was on a matter proposed by the Council , and not application <br /> by an individual . Motion lost on roll call vote , Councilmen Henderson and <br /> Rhodes voting yes , and Councilmen Keckley, Petersen, Weymouth, Williams and <br /> Mayor Bury voting no , Councilman Williams joined with those Councilmen who <br /> felt the hearing on the General Plan for Woodside Road should be held prior <br /> to taking further action for rezoning consideration on this site , <br />
