78 <br /> Application of PEARL METZ for exception to the Subdivision Ordinance to allow the <br /> subdivision of one parcel into two parcels , involving exceptions of street <br /> frontage , property located at 1565 Maddux Drive , being Lot 14, Block 16 , <br /> Sterling Highlands No . 4 , in an "R-1 " ( Single Family-Residential ) District . <br /> Planning Commission , at meeting of March 9 , 1971 , recommended unanimously <br /> that exceptions to the minimum lot frontage requirement of the Subdivision <br /> Ordinance , permitting 15 ' of lot frontage for one parcel , and 35 ' of frontage <br /> for the other , where 50 ' is required , be granted , subject to seven conditions <br /> as outlined in their report . <br /> Planning Director responded to Council question regarding requirement for <br /> 20- foot minimum access , advising that the flag lot had a 15 ' -wide strip <br /> fronting on Maddux Drive . This was settled on because the adjacent lot had <br /> been approved on the same basis , and because a full 20 ' would have left the <br /> front parcel with less than 6 , 000 sq . feet lot area . Additional 5 ' easement <br /> from Parcel "B" ( front lot ) was recommended to provide the full 20 ' width <br /> for ingress and egress for both parcels . Councilman Williams indicated his <br /> belief that continuation of permitting flag lots was undesirable . Planning <br /> Director responded that Planning Commission unanimously shared the concern <br /> with regard to proliferation of panhandle lots , but in this case , it was his <br /> understanding the developer ' s mother lived on one lot , and he intended to <br /> build on the other , and that this was a family situation . <br /> Following brief additional discussion , Councilman Keckley moved to adopt <br /> Resolution granting exception to certain provisions of Chapter 30 of the <br /> Code of the City of Redwood City - Pearl Metz , seconded by Councilman Weymouth . <br /> Councilman Henderson spoke against the exception , indicating she could foresee <br /> increasing pressures for additional such exceptions if this one is granted , <br /> and further demands on facilities . Councilman Williams concurred . Councilman <br /> Keckley , speaking in favor of granting the exception , noted that historically , <br /> Council had allowed flag lots , because this was the only way deep lots created <br /> by our street system could be utilized . Motion lost on roll call vote , Councilmen <br /> Keckley and Weymouth voting yes , and Councilmen Henderson, Petersen, Rhodes , <br /> Williams and Mayor Bury voting no . <br /> Councilman Keckley questioned whether Council intended to no longer allow <br /> flag lots , and if so , felt the public should be made well aware of the fact . <br /> He also indicated Planning Commission should not be confronted with hearings <br /> on this type of matter if Council now taking the position to not approve any <br /> future applications of this type . <br />
