188 <br />noting they had essentially completed work with the Corps <br />of Engineers, who are expected to deliver their comments <br />shortly to FHA. He responded to Council reference to <br />particular concern by the Corps for information on dikes <br />and soils stability as it relates to earthquakes, advising <br />that seismic reaction, and stability in static and dynamic <br />conditions is what they are working on with the Corps of <br />Engineers. With reference to question concerning funds to <br />cover the seven projects now under contract, Mr. Reiter <br />informed Council sufficient bond funds are available and <br />when these are completed, there will still be remaining in <br />the bank two million dollars. <br />City Manager referred back to meetings in Washington, D.C., last December, during <br />which it had been indicated if the FHA were in position to make presentation to the <br />Government Operations Committee that in the opinion of FHA the requirements had been <br />met, it was probable they would consider lifting the ban. It was felt the infor- <br />mation which would be provided by the Corp to the Commissioner of FHA would be <br />of sufficient substance to make a case before the Committee. This was a problem <br />which must be resolved between the FHA and Commission. <br />Mr. David Niklaus, Field Representative of Congressman <br />McCloskey, commented briefly at invitation of Mayor Bury, <br />and advised he had learned from Col. Roberts, of Corps <br />of Engineers, that their report would be delivered to <br />FHA on Tuesday. However, the question of what FHA will <br />do remained to be seen. <br />Mr. Charles Wynn, Leslie Properties, Project Manager for <br />Redwood Shores, commented on interest of two developers <br />in an apartment complex in Marlin Subdivision 1 area, <br />and in the Shoretown project. To question by Council, <br />he advised that these are not dependent on FHA financing, <br />and that American Housing Guild was assuming conventional <br />financing, and that the Shoretown project would be privately <br />financed. <br />City Manager continued his report with a. review of progress in several other matters, <br />and again noted he would like to encourage submission of any item of particular <br />interest so that response could be made in a subsequent report. Friendly Acres <br />Water acquisition. A letter has been prepared, copy of which was provided to <br />Council, which will be sent to all water users in that area, advising that, <br />contingent on final action in the courts relative to the estate of Mr. Henry, City <br />intends to assume ownership of the system on May 8. Billing will be on a monthly <br />basis through June 20th, then on a bi-monthly basis to conform with the remainder <br />of the City. Billing for garbage service will be delayed as it will require <br />reprogramming of the computer. Woodside Road Undergrounding involved difficulty <br />in obtaining property owners' permission by PG&E to proceed with connections to <br />new system. He reported particular areas where work is proceeding. It will be <br />necessary to leave poles in place until the transition is made. PG&E has been <br />asked to provide a firm letter as to time extension required, in order to comply <br />with Underground Ordinance. CATV has requests to the County and City regarding. <br />overhead connections which cross Woodside Road, and must be done away with. City <br />will, once exact names and addresses are confirmed, attempt to encourage those who <br />failed to convert to cable to do so. Ampex Abandonment Agreement. This is.bei.ng <br />reviewed by departments concerned, and Ampex has been provided with copy of the <br />draft. New Logo, identical to that which appeared on the back cover of the Annual <br />Report is appearing temporarily on some staff cars to obtain reactions. It will <br />not, of course, replace the official seal of the City where the official seal is <br />
