Word had been received that meeting scheduled <br />for May 7 had been changed to May 11 in Hayward, and copy of letter over the <br />signature of Mayor Bury concerning that meeting was provided to Council. Staff <br />is to continue working with technical staff of the Water Quality Control Board <br />to resolve <br />existing differences. <br />Proposed <br />consolidation, <br />Treasurer -Collector <br />San Mateo County <br />City Manager commented that, <br />function in <br />City Hall. A floor <br />plan <br />is being drawn up for <br />space assigned to the <br />Treasurer -Collector so that a shift of all functions to one area can be achieved, <br />permitting direct supervision and more efficient use of personnel. Costs are <br />being investigated <br />and <br />report will <br />be made. <br />(Memo 5-5-70) <br />San Mateo County <br />City Manager commented that, <br />Scavenger Co. property <br />Permits. Applications <br />- Shores. <br />Reference <br />was made to a <br />newspaper article <br />concerning use <br />of <br />Scavenger Company property indicating <br />site in Redwood Shores <br />might be made <br />available. <br />City Manager commented that, <br />as Council was aware, the <br />Scavenger property was not in Redwood Shores District, and agreement would <br />primarily <br />be between Leslie and <br />the <br />Scavenger Company. <br />City was <br />not <br />involved, <br />Building <br />Permits. Applications <br />for <br />permits continued <br />to be off, <br />and <br />City Manager <br />referred to the April 1970 Building Department report, which showed valuation <br />during April 1969 for permits issued as $2,145,928, compared to $796,598 for <br />April of 1970, and valuation for the first four months of 1969 at $8,186,688, <br />as against $1,782,884 for the first four months of 1970. Most of this downward <br />trend was due to failure of Shores to meet the building schedule anticipated, <br />which he added was contributing also to the internal problems being faced in <br />attempting to resolve the budget. It is expected receipts for permits will improve <br />next month because of Pacific Telephone plans for additions to its switching center <br />on Jefferson Avenue, Seismic Advisory Board will hold its first meeting, as <br />reactivated, on June 16 and 17 at Community Activities Building, and will comprise <br />Dr. Clough, Dr. Jahns, Mr. Leps and Mr. Degenkolb, who have consented to serve. <br />They have been asked to recommend an additional member, to replace the late <br />Dr. Benioff. City Manager stated he would seek to obtain a copy of their prelimi- <br />nary agenda, and remind at that time that Council may wish to meet the Board prior <br />to their going into session. Preliminary information on scope of their studies <br />is being assembled and will be available to Council. With reference to Civic <br />Center Complex, City Manager indicated report would be made after certain aspects <br />have been <br />resolved. <br />Council requested <br />a report on <br />present <br />status of <br />the 2nd Phase <br />Municipal <br />Services <br />Center, Assistant <br />City Manager <br />advised <br />that Phase <br />2 was <br />virtually complete, <br />and it <br />was hoped <br />to have the <br />Water and <br />Park Department move <br />within a week or ten <br />days. <br />Following <br />that move, <br />it will be <br />necessary to demolish <br />the old hangar building, when the only remaining work will be landscaping. It was <br />hoped by late summer to hold their "open house" <br />
