285 <br />City Manager responded to request of Vice -Mayor Keckley concerning the South <br />County <br />proposal, <br />advising <br />that <br />Staff is <br />reworking <br />a substantial report to bring <br />up to <br />date amount <br />of funds <br />in <br />the budget <br />at this <br />time. <br />Sidney D. Herkner, member of District Board of Directors, <br />South County Disposal District, reported on their regular <br />monthly meeting held that date, advising that Use Permit <br />issued by Menlo Park will expire June 30, and that he had <br />requested in writing an extension beyond that date on a <br />month to month basis, with a 60 -day cancellation provision <br />for Menlo Park. It appeared the City would be operating <br />there for at least 60 to 90 days beyond June 30. He <br />reviewed report he had previously made to Council relative <br />to finances of the District and listed assets as of the <br />first of this month at $275,000 in cash and government <br />securities, less reserve for depreciation of equipment, <br />and 25 acres of land worth approximately $125,000. He <br />stated the Board has tentatively agreed to go along with <br />recommendation if the District Attorney agrees, when and <br />if the District is phased out. At the time of the original <br />agreement with the County, it was proposed by the County <br />to develop and operate a large recreation area and the Board <br />agreed to give to the County the 25 acres of land. It was <br />his opinion now that the project is changing this understand- <br />ing is no longer valid. He understood in conversations with <br />officials of the Scavenger Company that it would be some time <br />before Ox Mountain would be available, and believed that <br />North County cities will continue to use Menlo Park, and at <br />present it did not appear it would be necessary for a transfer <br />station on Redwood Shores property. He gave assurance that <br />he would do everything possible to see that the interests of <br />the Council and citizens are protected, and when more definite <br />information is available, he would like to make a further <br />report to Council. <br />Mayor Bury expressed appreciation for Mr. Herkner's continuing interest, and the <br />fine representation that the City is being given through his efforts <br />Presentation of Certificates of Completion of Building Department Training Courses. <br />In the unavoidable absence of Mr. Norman R. Ehmann, Vice President, Neil A. Maclean <br />Co., Inc., Instructor in the courses, Chief Building Official read in full a <br />letter from Mr. Ehmann in which he commended the three Building Department <br />Inspectors who had completed the course in structural pest control, and indicated <br />his desire to make the presentation of graduation certificates earned by <br />Douglas Leith, John Cappelletti, and Arthur Smith, Chief Building Official <br />emphasized that this course represented a small portion of effort within his <br />Staff to improve their skills through special studies, noting that recognition <br />should also be given of the fact that during the past four years, the following <br />Building Department personnel have, on a voluntary basis, taken accredited building <br />trade courses at the College of San Mateo: Oscar Breiling, Robert Bruce, <br />John Cappelletti, Robert Smith, Douglas Leith and Arthur Smith. Mayor Bury <br />commended these employees for their willingness to voluntarily assume additional <br />training to improve their capability to serve the community. <br />Councilman Arnett moved to adopt RESOLUTION N0. 6284 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT RELATING TO GIFT DEED (ESTATE FOR YEARS) FROM LESLIE <br />SALT CO., seconded by Councilman Petersen. <br />
