188 <br />Councilman Henderson expressed concern whether all Department Heads, employee <br />associations and Commissions would receive copy of preliminary budget. City <br />Manager gave assurance that all concerned would have an opportunity to review <br />and participate. Responding to suggestion that preliminary budget should be more <br />easily available for anyone interested, City Manager advised that experience had <br />shown limited number of copies insure better control, and that there had been <br />occurrences, even with restricted quantity of copies, of a Commission or <br />Department working out of a preliminary budget which was no longer valid. <br />Preliminary budgets, however, have been available for review in the City Clerk's — <br />office and both branches of the City Library. Motion carried. Keckley, Herbert G. Petersen, William C. Rhodes, Ray A. Weymouth, <br />Mayor Robert H. Bury and City Clerk Marian McCrindle. Also noted present were <br />City Manager Howard C. Ullrich, City Attorney David E. Schricker, Assistant City <br />Manager Henry V. Burget, Deputy Police Chief Joel Mansfield, Fire Chief John Keller, <br />Chief Building Official Charles Gyselbrecht, Director of Public Works J. Louis <br />Scherer, Planning Director Ken Schroeter, Recreation Director Alfred Morton, <br />Personnel Director Alfred Wiers, and Secretary Frances Ozzanto, <br />Councilman Keckley moved to approve Minutes of Regular Meeting of May 4, 1970, as <br />mailed, seconded by Councilman Henderson and carried. <br />Presentation by Jeff Nagel, McKinley School, Eighth Grade Class project on "Newspaper <br />Salvage Plan" <br />Jeff Nagel, 2458 Massachusetts Avenue, described the two -fold <br />benefits that would derive from the proposal to salvage old <br />newspapers for recycling. The first would be conservation of <br />natural resources. He advised that reprocessing of 2,000 tons <br />of newspapers would produce 1800 tons of fresh newsprint, and <br />the same amount would require 3100 trees, presently the main <br />source of paper. The second benefit would be ecology and cited <br />the recent 4 -week drive in San Francisco which resulted in 2,000 <br />tons less refuse in the dump. He noted the ordinance against <br />back yard burning but suggested this is violated to keep garbage <br />to a minimum. His Class would like Council to use its knowledge <br />to support the program. He advised the recycling plant must have <br />a guarantee of 300 tons daily of newsprint. He noted the <br />scavengers in San Francisco had made collection at no charge and <br />thought the local scavengers could be asked to do the same. Other <br />suggestions were asking help in collection from the Boy Scouts <br />and Girl Scouts, and contacting the local newspaper companies <br />for assistance. He expressed thanks to each of the Councilmen <br />for the opportunity to appear. <br />
