198 <br />Councilman Keckley referred to the Committee's January 7 report, and questioned <br />whether the proposals in that report were still recommended relative to use of <br />decals by Sequoia Yacht Club for free launching, the requirement for launching <br />passes to be requested from Harbormaster by the Yacht Club two weeks in <br />advance of a Club sponsored regatta, and recommendation that Harbormaster <br />not acknowledge individual passes signed by Yacht Club members, Councilman <br />Arnett responded the report had been accepted by the Council so should be in <br />effect, although considered to be incorporated in the present action. <br />R. J. Hoffman, 3098 Harcross Road, discussed his response <br />(submitted to City Clerk) on behalf of the Sequoia Yacht <br />Club, to the Marina Committee report of May 6. He indicated <br />the increase was based on the use by the Club calculated to <br />be over 400 times, whereas the hoist was used approximately <br />200 times. He stated Club use of the hoist was declining <br />because more members are going to larger boats. He felt <br />use of the identification decals was impractical since <br />many non-members have them, either through change of owner- <br />ship or other means, with the result the Club has no <br />control over who has them. Alternative suggested was to <br />require members to show up-to-date membership cards. The <br />Club is also requesting privilege of auditing the log to <br />determine who was using the hoist and how many times, <br />Council reviewed the earlier recommendations on use of decals, noting that <br />dating had been suggested, but also noted understanding the Club had issued <br />new decals within the past two years and presumably it was possible to determine <br />who were dues -paying members. It was also pointed out that when the rate <br />increase was under consideration, it was first recommended the annual fee <br />be $1000, but later was changed to $500. <br />Commodore J. H. Buddenbaum, 3765 Farm Hill Blvd., did <br />not recall discussions concerning dated decals, but <br />did agree decal was changed. In any case, he said, it <br />was impossible to keep accurate account when decals <br />are so easily available. <br />Councilman Arnett commented on the difference in opinion as to usage figures, <br />and that was the reason recommendation was made to permit the Club the option <br />of annual fee or individual fee. <br />Mr. Hoffman indicated that lack of control of decals has <br />resulted in either City losing revenue through unauthorized <br />use, or the Club is subsidizing non-members, and again stated <br />Club's preference to use membership cards. <br />Councilman Petersen expressed concern in that it was becoming apparent, because <br />of abuses of the use of decals, and since the Club maintained that fewer of its <br />members were using the hoist, it seemed the Club was subsidizing $20,00 for <br />non-members, while the City was subsidizing $500, due to the Club's negligence <br />in controlling the i-ssuance of decals <br />It was also pointed out by Councilman <br />
