199 <br />Arnett that the rate increase was the first levied since 1963. There was <br />discussion as to how the decals are distributed and it was learned they appear <br />on autos, are given by members to friends, and were also issued to the junior <br />sailing program at one time. <br />Commodore Buddenbaum stated the Club would like to continue <br />under the $300 rate, and that it was hoped to increase <br />participation in the Club by small boat owners. <br />Council discussed possible solutions to difficulties under the present decal <br />policy, including issuance of cards, or use of annual stickers, City Manager <br />noted that if it is intended to log each boat in and out, it was necessary to <br />consider the fact the Harbormaster's quarters will be relocated a substantial <br />distance from an effective control position on the hoist, and there is only <br />one person on hand, except on weekends, when an additional part-time employee <br />is available, He indicated concern as to administration, which burden would <br />be on the City, rather than on the Club, where it belongs. <br />City Manager suggested possi.ble solution might be to retain the decal with the <br />added control whereby on presentation of a valid membership card, the <br />Harbormaster would apply a, sticker to the boat and log just once, with one <br />sticker issued per member card, on an annual basis. It was established that <br />the hoist cannot be used unless unlocked by the Harbormaster. <br />Motion to adopt resolution revising annual fee for hoist privileges carried <br />on roll call vote. <br />Councilman Keckley commented he had noticed a nonconforming sign on the Yacht <br />Club building, and indicated he would like the Building Department to <br />investigate. (Memo 5-13-70) <br />Approval of plans and specifications and authorizing call for bids, relocation of <br />Ha:rbormaster's Control Office. <br />The matter had been continued from meeting of May 4 in order that report and <br />recommendation of Marina Committee could be presented. <br />Councilman Henderson moved to introduce Ordinance appropriating $11,000 from <br />unappropriated balance of Marina Revenue Fund to provide for improvements to <br />and relocation of Harbormaster's Control Office at Municipal Marina, seconded <br />by Councilman Petersen, and carried, <br />Councilman Arnett moved to adopt RESOLUTION NO. 6287 APPROVING PLANS AND <br />SPECIFICATIONS FOR THE RELOCATION OF THE HARBORMASTER'S CONTROL OFFICE AT THE <br />MUNICIPAL MARINA AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR, seconded <br />by Councilman Keckley. <br />
