200 <br />Council questioned whether relocation of the storm warning flag would make <br />it more difficult to see from launching area, and City Manager advised the <br />mast is 30 feet high and so should be possible to see the signals from it, <br />He added that relocated electrical services will be underground, and it had <br />been indicated revenue from the restaurant might be used to underground all <br />utilities along the berm. Motion carried on roll call vote. <br />Presentation of Master Plan - Community Park. Councilman Henderson suggested, <br />because of the lateness of the hour, and the importance of a detailed presentation <br />and discussion, that it might be well to request postponement of the presentation. <br />Park and Recreation Commissioner Jack Stuart expressed briefly <br />the hope that the matter could proceed tonight, and advised <br />that Mr. Sue, of Ribera & Sue, Landscape Architects, was <br />prepared to make presentation. <br />John Sue, of Ribera & Sue, began his comments noting that <br />his firm has been working with the Park Staff, and Park <br />and Recreation Commission and that the plan has approval <br />of both Park and Recreation and Planning Commissions. Two <br />schematics were displayed, illustrating short-range and <br />long-range proposals, which he explained was done because <br />many parcels were in private hands, or in lease ownership, <br />or otherwise not in City ownership. He described the draft <br />proposal copies of which had been provided to Council, <br />point -by -point. He indicated some of the areas in the 34 <br />acre complex on which facilities existed on leased property. <br />He described the area as it exists, and the buildings and <br />their functions, then proceeded to discuss the plans for <br />development. <br />Park and Recreation Commissioner Stuart noted that his <br />Commission had gone through a number of plans, and noted <br />what had been accomplished for the Park, such as elimination <br />of a street which once went through it; utilization of Hetch- <br />Hetchy property; addition of more than five acres, which <br />increases the Park to 38 to 39 acres. He commented on <br />recommendations for land acquisition. It was his hope there <br />would be a firm go-ahead from the Council. <br />Council discussed the Jenks and Adamson estimate of $177,000 for culverting <br />creek and according to City's bond counsel, this would be a permitted use of <br />bond funds. Councilman Arnett indicated he would like a report reflecting <br />needs in other areas, as well as this one for use of bond funds, (Memo 5-13-70) <br />Councilman Henderson felt Council should not take action tonight, and moved <br />the matter be set for public hearing in three weeks, seconded by Councilman <br />Rhodes. Councilman Arnett felt Council should get to a decision on creek <br />improvement portion of the plan as soon as possible. Councilman Henderson <br />indicated she had intended the creek discussion should be considered part of <br />the public hearing, noting the great interest by the community in every section <br />of the creek. Mayor Bury felt the creek should be considered as a separate <br />matter for discussion. Concern was expressed for giving approval, then finding <br />it was not possible to do this year. City Manager indicated it was felt they <br />have a reasonable estimate of costs of what projects outstanding will amount <br />to, as well as estimate of cost of culverting. <br />
