212 <br />Mr. Dave Jewett, 3027 Muller Court, indicated the <br />position they were taking should not be considered <br />an attack on the President, but cited several <br />conditions in the country which he felt were <br />attributable to the military issue. <br />Dave Zimmerman, 315 Mills, Menlo Park, quoted <br />from Dwight Eisenhower's memoirs. <br />In the discussion by Council, it was generally indicated that a resolution such as <br />requested represented a commitment of its constituency, and that such an action <br />was beyond the purview of a local governing body, that their election was primarily <br />for the purpose of conducting municipal business. It was felt that the proper <br />channels for individual expressions were through representatives in Washington, D.C. <br />Councilman Petersen moved that Council not take a. position relative to the National <br />policy on Southeast Asia, seconded by Councilman Keckley, There was additional <br />discussion concerning the importance and obligation of individuals to speak out. <br />Council commended the young men for their presentations. <br />Steve Angelides, 817 Chestnut, San Carlos, stated <br />that since Council indicated approval of the <br />forum, felt a resolution endorsing was in order. <br />Councilman Henderson questioned the necessity of a formal action to encourage public <br />discussion, but made the motion commending the young people from Canada. College who <br />expressed concern and to encourage them to continue discussions with community <br />leaders at all levels, seconded by Councilman Keckley, City Attorney noted that <br />the action could include the instruction that the Mayor convey expressions in the <br />motion, On question, Council indicated concern relative to encouraging certain <br />activities, which only serve to encourage division in our Country when it is <br />essential to draw together. Following further brief discussion, motion carried <br />on roll call vote, Councilmen Arnett, Henderson, Keckley, and Bury voting yes; <br />and Councilmen Petersen, Rhodes and Weymouth voting no. (MINUTE ORDER #70-92) <br />Councilman Arnett left the meeting at 8:05 p,m, <br />REPORT OF BID OPENING, Traffic Signal Maintenance and Repair. The following was <br />the only bid received: <br />Traffic Signal Repair Co., Inc. $39.58 per intersection <br />Sunnyvale, California ($633.213 per month for <br />maintenance and emergency <br />service for 16 intersections) <br />Engineer's Estimate <br />$500-600 per month, <br />Staff report indicated the company has similar contracts with approximately <br />15 other cities in the Bay Area and approximately 50 cities and counties <br />throughout the State. Staff recommended award of contract to Traffic <br />Signal Repair Co., Inc. <br />
