224 <br />Presentation of MASTER PLAK - COMMUNITY PARK <br />Verbal report was presented by Mr. Ribera and Mr. Sue, Landscape Architects <br />retained by the City, covering the long range plan and the Phase 1 plan, <br />and based on their detailed Master Plan report, copies of which were <br />submitted to Council (see City Clerk's file - Community Park), it <br />was pointed out that there was no specific time table to adhere to, <br />but that the Plan was intended as a guideline to proceed by and <br />follow, so that development goes forward in a predictable way. The _. <br />existing and potential boundaries and facilities were described <br />in detail. Recommendations for parking areas were made, so as to <br />separate pedestrian traffic from vehicular traffic. Culverting <br />the creek was suggested to permit greater part: area. A number of <br />photographic slides were shown, depicting the present park, buildings <br />and facilities. The purpose of the plan was stated to be to serve <br />all segments of the community, covering a variety of activities from <br />active sports to functions relating to senior citizens' interests. <br />In the discussion by Council, costs were questioned, as well as the <br />type of activities proposed, and maintenance costs. <br />Mr. Allan Semeit, 1563 Fernside, suggested <br />provision for soccer and football, instead <br />of overabundance of baseball fields. <br />Mr. Sue responded the playing fields were multi -use, and could be <br />utilized in this way. <br />Mr. Jack Stuart, Park end Recreation Commissioner, <br />3827 Chatham Court, explained that the effort had <br />been toward following the plan set up several <br />years ago under "goals, criteria and standards". <br />On the other hand, he felt site utilization was <br />the key, noting that more than five acres had <br />been added and utilized, and further, the <br />"squaring off" of Jefferson-Valota-King would <br />add an additional ten acres, to bring the park <br />to the 45 to 50 acres as given in the Winans <br />report for the ultimate Community Park. He <br />noted in the early discussions concern for <br />serving the neighborhoods, and current plans <br />for Mini Parks, and pointed out the desirability <br />of removing roadways within parks. He commended <br />Ribera and Sue for the fine job they had done. <br />Mr. James Knecht, Park and Recreation Commissioner, <br />1720 Valota Road, responding to questions concern- _ <br />ing interest in soccer, felt that several of the <br />school grounds were ideally suited for use as <br />soccer fields, and recommended seeking cooperation <br />of the schools for this purpose. <br />Mr. Frank Guida, newly appointed Park and <br />Recreation Commissioner, 750 Edgewood Road, <br />felt the football program would fit in nicely <br />with both layouts in the park behind the center <br />buildings. — <br />
