256 <br />In Account 468, Equipment Replacement Services, additional data had been <br />requested concerning request for Backhoe Loader, and Assistant City Manager <br />advised he had asked the Superintendent of Buildings to submit review of this <br />item. The report indicated City had taken delivery of the present equipment <br />in 1949; that it is used for excavation and backfilling, is averaging four <br />repairs per month over the past six months, and due to long use has reached <br />the point that malfunctions cannot be corrected with an overhaul. Recommenda- <br />tion was that it be replaced. It was determined in the discussion that <br />the age of the machine was less of a factor than extent of operation, and it <br />was noted that while the machine is down for repairs, the crew is forced to <br />stand by. Councilman Weymouth moved to retain the Backhoe Loader in the <br />Keckley <br />budget ($20,000) seconded by Councilman Weymeuth. Motion carried, Councilman <br />Arnett and Henderson voting no. <br />The request for 1 Fire Engine in Account 468 was again discussed, and Council- <br />man Arnett moved that it be deleted, seconded by Councilman Henderson. <br />Councilman Weymouth indicated his support for approval of this item was based <br />on Fire Chief's comments at earlier meeting, as well as concern for safety <br />of the City, and Councilman Keckley agreed, because of the long lead time <br />for delivery. Mayor Bury felt that repairs of the present equipment were <br />urgently needed, but was concerned that they might be delayed if there was a — <br />prospect for a replacement. There was discussion as to effect of not ordering <br />the engine on fire rating. Assistant City Manager indicated this would not <br />be jeopardized, unless it was necessary to take the engine out of service. <br />Motion to delete item of 1 Fire Engine ($55,000) carried on roll call vote, <br />Councilmen Arnett, Henderson, Rhodes and Mayor Bury voting yes, Councilmen <br />Keckley, Petersen and Weymouth voting no. <br />There was a brief discussion concerning Marina Revenue account and it was pointed <br />out that while revenues might increase due to change in rates, the funds must <br />remain in this account, unless there is specific approval by the State. <br />The matter of discussion of personnel was explained by Mayor Bury to require <br />consideration in Executive Session if other than of a general nature. <br />Councilman Arnett noted that savings realized by approval of City Manager's <br />recommendation for position deletions would amount to $81,366, and <br />questioned what could be expected in savings through projected attrition. <br />He felt it may be necessary to consider layoffs in addition, and indicated _ <br />27 positions for elimination which he projected at a saving of $2703000. <br />Councilman Petersen indicated concern as to the effect on a department of <br />
