t Negotiation Team report and recommendation regarding proposed salary and <br />City Manager stated that final recommendations detailed in his report of January <br />16th to Council had been agreed to by the three Employee Associations on the salary and <br />benefits proposals. Council noted that recommended action to ratify salary changes <br />and benefits did not include all employees, and City Manager advised that the <br />exceptions are Department Heads and Council Appointees, and that a report would <br />be submitted prior to submittal of Ordinance amendments for introduction next week. <br />Councilman Arnett moved to ratify, and direct Staff to prepare the necessary amendments <br />to the Salary Ordinance and Personnel Rules and Regulations for salaries and <br />fringe benefits, to reflect the provisions of the negotiated agreement, for intro- <br />duction at the Council meeting of January 26, 1970, seconded by Councilman Henderson <br />and carried. (MINUTE ORDER # 70-16) <br />Appointments to the Personnel Board. <br />Nominations had previously been made for reappointment of Walter Small and for <br />appointment of Frank Guida, <br />Councilman Rosselli moved to appoint Frank Guida, seconded by Councilman Petersen. <br />Councilman Rosselli related his earlier contact with Edward Voss, whose term was <br />expiring, but who indicated that he would be unable,to serve another term due to <br />business pressures. In Council discussion, it developed that Mr. Voss has been <br />contacted by other Councilmen, as well. Councilman Weymouth stated that while <br />realizing that under Council policy nominations were closed, he had received <br />indication that Mr. Voss had reconsidered and would be receptive to reappointment. <br />Councilman Weymouth requested permission therefore to place Mr. Voss's name <br />in nomination. In discussion that followed, there was objection to reopening <br />nominations, since two valid nominations were before Council and it was felt the <br />calendar for appointment should be adhered to. It was learned that Mr. Guida <br />apparently had heard that Mr. Voss had reconsidered, and felt therefore that perhaps <br />he should withdraw his own name, Councilman Henderson moved under circumstances <br />to unanimously reappoint Mr. Voss and Mr. Small to the Personnel Board, seconded <br />by Councilman Keckley, Council briefly discussed eligibility as to length of terms, <br />Councilman Petersen moved that Council respect the request of Mr. Guida to have his <br />name removed from nomination to the Personnel Board, and Councilman Keckley, stating <br />this was his understanding, offered the second. Motion carried. (MINUTE ORDER # <br />70-17) <br />Councilman Henderson restated her motion to unanimously reappoint Mr. Voss and Mr. <br />Small to the Personnel Board, seconded by Councilman Keckley and carried. (MINUTE <br />ORDER # 70-18) <br />
