291. <br />2. Air Duct Systems. AB 384 would prohibit use of asbestos or fiberglass <br />insulation in air duct systems in any public building or hospital, regardless <br />of date of installation, or in any new building after effective date of <br />legislation. On advice of Chief Building Official, it appeared that local <br />ordinances sufficiently cover the subject, and further Committee felt subject <br />matter is more appropriately of local concern and therefore recommended opposition <br />to AB 384, <br />3, Safety Glazing Materials. AB 399 would provide State regulation of manufacture, <br />sale, fabrication and installation of "safety glazing material" (tempered glass, <br />laminated glass, wire glass or rigid plastic, etc.). Committee recommended <br />opposition. <br />4. State Preemption, SB 4 appears to be attempted codification of rules of <br />preemption, as it specifies circumstances under which State statutes shall be <br />considered to prevail over local, police, sanitary, and other regulations <br />adopted by a city or county. It also establishes certain exemptions from <br />its operation. Committee recommended opposition because effect would seem <br />to strengthen State Preemption of local matters. <br />5, Air Pollution - Construction Permits. SB 145 would prohibit new construction <br />of industrial, manufacturing, public utility or other business or commercial <br />structures or facilities capable of emitting air contaminants unless permit <br />is issued by State Air Resources Board, Bill may, although not specifically <br />mentioned, administration of such permits. Committee doubts effectiveness <br />of such legislation would justify the additional time and expense, and believes <br />problem of air pollution control may be more effectively solved by other methods, <br />Committee recommended opposition to SB 1450 <br />6. Outdoor Advertising. SB 259 would prohibit installation or construction <br />of any new outdoor advertising displays visible from any public highway except <br />certain specified on -premise outdoor displays. Committee recommended no <br />position be taken at this time. <br />Councilman Henderson moved to accept the Legislative Committee Report and authorize <br />implementation of recommendations, seconded by Councilman Keckley and carried. <br />(MINUTE ORDER #70-120-A) <br />ointment to Boards and Commissions <br />(1) Library Board of Trustees. <br />Ballots were taken, after which Councilman Keckley moved to cast unanimous ballot <br />to reappoint Ardeen Merry; appoint Lawrence G. Brian to complete one unexpired <br />term (to June 1972); and appoint Judge Allison Rouse for full term on Library <br />Board of Trustees, seconded by Councilman Weymouth and carried.
