304 <br />this in the past had been one of the weaknesses. Another recommendation <br />was change in the City's salary survey to compare with other cities, school <br />districts and private industry. It was also recommended that City discontinue <br />the practice of trying to gather salary data for all 94 classifications, and <br />revert to bench marks, with balance of salary structure based on internal <br />salary relationship factors. <br />A fourth recommendation was discontinuation of arithmetical computations. <br />The feeling has been that if set at the mean of the "top three" this was <br />the best answer; however, he did not agree. In addition, the policy <br />recommends continuing the relatively high pay in the future. Finally, <br />the statement recommends compliance with spirit and intent of the current <br />laws. He added that a correction should be made under "Survey Standards <br />and Methods" under numbered paragraph 5, which stated, "The annual salary <br />survey shall be conducted as soon as possible after July 1 of each year and <br />(salary recommendations shall be) submitted to the City Council by the first <br />regular Council meeting in November." The phrase (in parentheses) was <br />inadvertently omitted and should be inserted. <br />He asked that Council adopt the policy statement, and that in so doing would <br />pave the way for the position classification and pay survey. <br />In the discussion which followed, Mr. Austin responded to questions, <br />and Council complimented him and the committee for their fine efforts. <br />r <br />Amendment to Council Minutes of July 6th, 1970: <br />Under item on presentation of State Cooperative Personnel Services, to be <br />noted "Councilman Henderson, as Council's representative to Committee, stated <br />her support of salary setting policy and recommended its approval." 1 <br />vote, Councilman IKeckley being noted absent. <br />Mr. Whitney Halteman, representing the Redwood City <br />Employees' Association, expressed approval of the <br />action, and noted also that the Association will <br />be incorporated into a larger group known as the <br />Peninsula Association of Employees. <br />Councilman Arnett moved to introduce Ordinance appropriating $8,000 from <br />unappropriated balance of Budgeted Reserve of General Fund to provide <br />for services relating to classification plan and salary plan for City <br />of Redwood City, seconded by Councilman Weymouth. In response to a <br />question concerning funding, City Auditor -Accountant advised this should <br />be transferred from Budgeted Reserves, since it was not included in last <br />year's budget. Councilman Rhodes did not feel City can afford to reduce <br />Budgeted Reserves at this time. <br />
