3 1 Fi <br />Councilman Henderson moved to accept the recommendations, with the inclusion <br />of recommendation to the State concerning planting turf, seconded by Council- <br />man Arnett and carried, (MINUTE ORDER #70-130 <br />Councilman Arnett moved to adopt RESOLUTION NO. 6340 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT WITH INTERNATIONAL BUSINESS MACHINES CORPORATION <br />FOR CONSULTING SERVICES IN CONNECTION WITH THE DESIGN OF A DATA PROCESSING <br />SYSTEM; AND RESCINDING RESOLUTION NO, 6316, seconded by Councilman Weymouth. <br />The action rescinded Resolution No. 6316 adopted by the Council approving <br />agreement for utility billing services due to the fact approved agreement <br />was a separate form than that submitted by IBM, and to be effective would <br />have had to be approved by IBM attorneys in the East, requiring a month or <br />more to finalize. If their standard form agreement is approved, it will <br />permit the work to proceed immediately during the time period that is <br />necessary to do the work. Motion carried on roll call vote, <br />Report and recommendation for City's participation in Mexican -American Fiesta <br />Celebration, September 10-12, 1970, <br />City Manager's report dated July 10, 1970, submitted to Council, made <br />recommendations to each point in the request of the Club Mexicano-Americano, <br />and he advised that Staff would be meeting on Thursday, July 16th, with <br />members of the Celebration Committee, and felt that what problem areas <br />were indicated in the report could be worked out. He felt the Fiesta would <br />be a good thing and could be worked out to produce an excellent means of <br />communication between those groups and governmental agencies. He recommended <br />that Council approve the concept, and instruct Staff to finalize details <br />to bring back for approval. <br />Councilman Henderson felt that concern of Staff relative to sale of beer <br />did not appear to be justified, and felt this should be approved, in <br />order to provide every opportunity for successful program. It was indicated <br />concern was with regard to control, and City Manager advised that the <br />Alcoholic Beverage Commission related to them that enforcement is not the <br />concern of the Commission, but would have to be that of the City, and the <br />group for which permit is given. He indicated in the discussions with the <br />Committee they would attempt to determine ways to place effective controls, <br />From Staff viewpoint, it would be preferable not to have sale of beer, but <br />they would be <br />willing, if <br />it <br />would have <br />an important <br />effect <br />on the success <br />of the Fiesta, <br />to discuss <br />the <br />matter and <br />whether it <br />can be <br />controlled. <br />
