317 <br />Councilman Weymouth moved to declare the Assessment Roll for GID 1-64 for fiscal <br />year 1970-1971 equalized as corrected, seconded by Councilman Rhodes. City <br />Attorney noted that the one correction will be reflected and the assessment <br />reduced accordingly, and instructed that the record show the application had <br />been received, entered into evidence and acted upon by Council. Motion carried <br />on roll call vote, Councilmen Henderson and Keckley being noted absent. Meeting adjourned at 10:12 A.M. <br />MARIAN McCRINDLE, City Clerk <br />Minutes of Regular Meeting <br />Redwood City Council <br />July 20, 1970 7:30 P.M. <br />Pledge of Allegiance led by Councilman Arnett. <br />Invocation led by Reverend Larry Irons, Sequoia United Presbyterian Church, <br />Mayor Bury called the meeting to order at 7:38 P.M., and ON ROLL CALL the following <br />were noted present: Councilmen Dixon Arnett, Paul C. Keckley, Herbert G. Petersen, <br />William C. Rhodes, Ray A. Weymouth, Mayor Robert H. Bury, and City Clerk Marian <br />McCrindle. Councilman Mary W. Henderson was noted absent. Also noted present were <br />City Manager Howard C. Ullrich, City Attorney David E. Schricker, Police Chief John R. <br />McDonald, Jr., Fire Chief John Keller, Dine ctor of Public Works J. Louis Scherer, <br />Planning Director Ken Schroeter, Chief Building Official Charles Gyselbrecht, Park <br />Superintendent Pasco Balzarini, and Secretary Frances Reggetts, <br />Councilman Keckley moved to approve, as mailed, Minutes of Regular Meeting of July 13, <br />1970, seconded by Councilman Arnett and carried. <br />EL CAMINO-WHIPPLE - Traffic Study. <br />Ordinance had been introduced on May 25, 1970, restricting parking on Whipple <br />Avenue. The matter was discussed in subsequent meetings, and was referred back <br />to Staff on June 22 by Council for further information regarding.use of.Gas Tax <br />Funds with reference to an alternate proposal to widen Whipple Avenue in order to <br />accommodate parking. City Manager reported that in compliance with Council direc- <br />tive, Staff inquired of the State relative to availability of Gas Tax Funds for <br />use on the project, and copy of their reply dated June 29, 1970 had been provided <br />to Council, and which indicated they had reviewed the diagram of the plans and <br />saw nothing that would prevent the use of gas tax on the project. A preliminary <br />Engineer's Estimate of costs to provide parking had been submitted to Council. <br />However, Staff recommendation was essentially to accept the original recommen- <br />dation of the Traffic Committee. Slide of diagram was shown, and Police Chief, <br />as Chairman of the Traffic Committee, responded to questions by Council concern- <br />ing the Arguello intersection where traffic studies had indicated a high volume <br />of turning movements, and controls were needed. Councilman Keckley indicated <br />concern also that elimination of parking adjacent to the furniture store where <br />
