Director of Public Works, responding to the suggestion of changing timing of signals, <br />advised that there was no relationship between timing for Industrial Road and El <br />Camino Real, and controlled signals by the State Division of Highways are preempted <br />by the S. P. Railroad. In the plan under consideration, it was noted, the signals <br />would be coordinated. <br />William Royer, 1047 Whipple Avenue, again spoke in favor of widening <br />Whipple West of E1 Camino, in order to provide additional parking, in <br />view of availability of Gas Tax funds. <br />John M. Imbernon, 345 Green Street, San Francisco, owner of apartment <br />at Whipple Ave.and Arch Street, stated the tenants do not want parking <br />on Whipple, and felt expenditure of Gas Tax funds was not warranted <br />in order to provide one or two parking spaces. He felt the funds <br />could be better spent on other streets. <br />Milton Turner, 1104 Iā¢lhipple, questioned whether it was proposed to <br />widen Whipple to four lanes. <br />Police Chief responded that at present there are three lanes, and the proposal is to <br />eliminate parking to provide the 4th lane. <br />Mr. Turner stated he was opposed to this change and that traffic flows <br />smoothly now. If another lane was added, the problem would be worse <br />unless it continued all the way through to Alameda. <br />Police Chief advised that the volume was 9,000 vehicles between El Camino and Arch <br />per day. With only one lane going West, traffic backs up into the intersection and <br />this is what needed to be eliminated. The intersection is one of the problem areas, <br />with a high rate of accidents. <br />Council briefly discussed the probability of eventually going to one-way streets in <br />several areas. <br />Mr. Bob Hubbard, operator of liquor store at Whipple and El Camino <br />Real, suggested the street could be widened and still provide space <br />for parking and loading, noting excessive width of sidewalk at that <br />corner. <br />Councilman Keckley restated his motion to adopt traffic plan which eliminates parking <br />along Whipple Avenue from Warren St. to Arch Street, with exception depicted in Plan B. <br />portion between Stafford and Arguello, which would incorporate modified plan including <br />signalization at Arguello. In addition, to add condition that boulevard 4 -way stop <br />signs be installed at Arguello and "A" Streets, seconded by Councilman Weymouth and <br />carried on roll call vote, Councilman Petersen voting no, and Councilman Henderson <br />being noted absent. (MINUTE ORDER #70-137) <br />The presentation of Certificates of Appointment to new members of the Architectural Com- <br />mittee had been deferred to this time out of deference to one of the appointees, who <br />had indicated he would be late. However, since Mr. Tanouye had still not arrived, the <br />City Clerk proceeded to administer the Loyalty Oath to Mr. Constant F. Davis, who was <br />then presented by Mayor Bury with Certificate of Appointment. Mayor Bury noted that <br />Mr. Davis was the first member of the official family to be a resident of Redwood Shores, <br />and expressed appreciation on behalf of Council for his willingness to accept the ap- <br />pointment. <br />Mayor Bury ordered a five minute recess at 9:10 P.M. <br />
