325
ABAG General Assembly, July 30, 19700
Councilman Henderson, ABAG representative, had previously requested that Council
discuss Regional Plan 1970-90, to provide guidance to Councilman Keckley, ABAG
Alternate Delegate, for voting at the General Assembly meeting July 30th,
Councilman Keckley noted that Planning Director had digested the Regional Plan
and would be in a position to comment,
Planning Director stated the plan under consideration by the ABAG General Assembly
and proposed to be voted on had been delivered to every city in the Bay Area,
He presented a brief history, beginning with the fact that some twenty years
ago regional planning was first discussed, and twelve years later, ABAG General
Assembly determined that it would prepare a regional plan. In 1966-67, a
preliminary regional plan was prepared and delivered to all councilmen at that
time, and a period of two years was set to provide time for review, Redwood
City reviewed the plan thoroughly, and seven recommendations made:
First was that there was definite need for regional planning to guide future
development of Bay Area and the Preliminary Regional Plan was a logical starting
point, He commented that as a result of reactions of several cities, the plan
was "watered down" quite a bit, and what remained is innocuous and very general.
One of the controversial items is the Southern Crossing, Mayor Bury noted that
the Council of Mayors were seeking to have the Bayfront Freeway and Southern
Crossing eliminated, Councilman Arnett indicated that, as he understood it
the action proposed would be approved of the plan, as opposed to adoption
or acceptance of the plan, and beyond approval would be referral to the
jurisdictions for potential public hearings in each jurisdiction for further
action. He felt that Council should instruct the Delegate relative to the
Bayfront Freeway and the Southern Crossing, to cast a vote for approval of the
plan, to give them the status of matters for subsequent discussion, Mayor Bury
questioned whether there would be opportunity to include matters of controlled
development, such as, for example, development of dams to accomodate new
residential development, Planning Director advised that regional planning
is intended to deal only with matters that affect the region, rather than local
matters. The plan would then be used as a guide to the ABAG General Assembly,
Some of the recommendations made in 1968 were that San Carlos Airport be shown
on the plan, and that the State College site be shown,
Councilman Keckley felt that the action Council should take would be for approval
of the Plan, then ABAG would conduct public hearings which would be the proper
time to be heard,
