325 <br />ABAG General Assembly, July 30, 19700 <br />Councilman Henderson, ABAG representative, had previously requested that Council <br />discuss Regional Plan 1970-90, to provide guidance to Councilman Keckley, ABAG <br />Alternate Delegate, for voting at the General Assembly meeting July 30th, <br />Councilman Keckley noted that Planning Director had digested the Regional Plan <br />and would be in a position to comment, <br />Planning Director stated the plan under consideration by the ABAG General Assembly <br />and proposed to be voted on had been delivered to every city in the Bay Area, <br />He presented a brief history, beginning with the fact that some twenty years <br />ago regional planning was first discussed, and twelve years later, ABAG General <br />Assembly determined that it would prepare a regional plan. In 1966-67, a <br />preliminary regional plan was prepared and delivered to all councilmen at that <br />time, and a period of two years was set to provide time for review, Redwood <br />City reviewed the plan thoroughly, and seven recommendations made: <br />First was that there was definite need for regional planning to guide future <br />development of Bay Area and the Preliminary Regional Plan was a logical starting <br />point, He commented that as a result of reactions of several cities, the plan <br />was "watered down" quite a bit, and what remained is innocuous and very general. <br />One of the controversial items is the Southern Crossing, Mayor Bury noted that <br />the Council of Mayors were seeking to have the Bayfront Freeway and Southern <br />Crossing eliminated, Councilman Arnett indicated that, as he understood it <br />the action proposed would be approved of the plan, as opposed to adoption <br />or acceptance of the plan, and beyond approval would be referral to the <br />jurisdictions for potential public hearings in each jurisdiction for further <br />action. He felt that Council should instruct the Delegate relative to the <br />Bayfront Freeway and the Southern Crossing, to cast a vote for approval of the <br />plan, to give them the status of matters for subsequent discussion, Mayor Bury <br />questioned whether there would be opportunity to include matters of controlled <br />development, such as, for example, development of dams to accomodate new <br />residential development, Planning Director advised that regional planning <br />is intended to deal only with matters that affect the region, rather than local <br />matters. The plan would then be used as a guide to the ABAG General Assembly, <br />Some of the recommendations made in 1968 were that San Carlos Airport be shown <br />on the plan, and that the State College site be shown, <br />Councilman Keckley felt that the action Council should take would be for approval <br />of the Plan, then ABAG would conduct public hearings which would be the proper <br />time to be heard, <br />
