107 <br />Councilman Arnett moved to approve Minutes of the Regular Meeting of February 9, <br />1970, as mailed, seconded by Councilman Henderson and carried. <br />CATV Report - Peninsula Cable Television, Inc. City Manager introduced Mr. William <br />Sinkunas, 1318 Marlin Avenue, Foster City, who was present at request of Council. <br />Mr. Sinkunas began his remarks with a review of progress reported in his previous <br />appearance before Council, and stated they are still in process of installing sub- <br />scribers within the City limits. They are waiting for permit for boring in <br />Woodside Road from the State, however, before it will be possible to complete <br />service in that area. <br />Mayor Bury advised him that Council was requesting this additional report in order <br />to obtain specific answers to certain complaints, such as poor installation tech- <br />niques, or lack of installation, at all; concern regarding outages, as well as <br />billing procedures. <br />Mr. Sinkunas described the techniques for installation of cable as being the same <br />all over the country, and that it is similar to telephone cable installation. <br />Mayor Bury cited Harding Avenue in particular as having no service available, and <br />Mr. Sinkunas replied that there was service on Harding, that a particular sub- <br />scriber had complained of not receiving service there, and that he has now been <br />hooked up. Responding to complaint regarding outages, he described several ways <br />in which this can occur, such as wind pulling an amplifier out of a fitting, or <br />water getting into the system. He added that system had been shut off also, while <br />Jerrold Electronics Corporation was running proof of service tests. He felt in <br />_. hooking up this volume of subscribers, it was expected that there will be a number <br />of maintenance calls, and stated in many cases, the fault was within the set. <br />Currently, maintenance calls are at the rate of 12 to 15 per day, but this is ex- <br />pected to level off to a normal of 6 to 8 calls per day. <br />Councilman Rosselli added that one of the factors which prompted calling for this <br />report was the Company's request for release from the $200,000 bond, while at the <br />same time, complaints continued to be made, leading to some question as to whether <br />all conditions of the franchise were being met. <br />Mr. Sinkunas agreed there are potential subscribers who have not been contacted. <br />He stated the firm has an installation backlog of 1400, and have not marketed 100% <br />of the community. He stated further that the performance bond was for construction <br />of the cable system, which he stated has been done. <br />Council indicated that at the time of sale of the franchise, some statements were <br />made by the firm which apparently have not held up, such as the claim that a con- <br />siderable number of subscribers would be signed up before the project was com- <br />pleted, with San Carlos and Belmont being used as examples. It was felt that the <br />City is not getting the type of thing it was given to expect. Councilman Henderson <br />-- stated that, on the several occasions when reports made by the firm before Council, <br />certain statements have not been reliable, for example the statement made at the <br />December 8, 1969 meeting that at that time, the system was installed to the point <br />where all who desired service had it available to them, which was not the case; <br />
