1 08 <br />and that Channel 14 was on the system. Further, there is no indication that <br />the FM service is being provided as they were led to expect. She also criti- <br />cized the fact that neither her neighbor, whose service was installed in <br />October, nor she, had received a bill from the Company. She pointed out that <br />satisfactory billing function was important to the City, and that the reason <br />for the City's entering into this franchise agreement was for the potential <br />revenue. Mr. Sinkunas stated that subscribers are being billed, adding that <br />"Council members don't pay for service." <br />Mayor Bury responded that he had subscribed to the cable service, and had <br />also arranged for FM, which he was not getting. He indicated extreme indig- <br />nation at implication that he would accept something for nothing and all <br />Council members immediately expressed similar reaction. Mr. Sinkunas corrected <br />his statement by explaining that their franchise is required under the ordi- <br />nance to provide free cable service to all municipal buildings which enables <br />monitoring. Reference was made by Council to provision in Ordinance 1235 <br />which requires a free connection to each public school in the area covered <br />by the franchise, and under which Council may require free service to hospi- <br />tals, fire stations, etc. However, it was pointed out by Council that no <br />opportunity had been offered to make such designations. There was additional <br />discussion concerning methods of responding to maintenance calls and length <br />of time between requests for connection and actual hook-up under the present <br />schedule. Mr. Sinkunas described some of their procedures for following up <br />requests for installation, and responding to a question, advised that they <br />have changed installer contractors several times, suggestion that this was <br />due to complaints from subscribers. There was criticism regarding cutting <br />driveways to lay cable, and Mr. Sinkunas acknowledged that in a few cases <br />this was necessary. Noting that in a previous report it was indicated only <br />one person was on call, Councilman Arnett questioned capabilities in the <br />event of a major breakdown, and Mr. Sinkunas advised that in that event, <br />there is a full emergency crew that would be available. <br />Councilman Henderson suggested that Council ask Staff to review the bond, <br />and rights under the bond, believing that answers are needed as to potential <br />alternatives. City Manager referred to the written request of Peninsula <br />Cable Television requesting release from the bond, in which it was stated <br />the basic system had been completed and the company was capable of provid- <br />ing service to anyone requesting it, and added that this was what the bond <br />and franchise provided for. A map showing locations of trunk lines in areas <br />they can service was requested from the firm and which Staff is using to <br />verify that what was claimed to have been done actually was. He noted the <br />scheduled date for performance of installation of the basic trunk system <br />was December 16, 1969. <br />Mayor Bury expressed concern not only for fulfilling requirements of the <br />
