The original proposal estimated at approximately $16,000 <br />included significant on-site expenses, but it was possible with effort to <br />pare the costs and it was hoped a better package resulted. <br />City Manager referred to the plans in explaining that there would be installa- <br />tion of 300 linear feet of curb to retain sand in the play area, and that to <br />save costs, some sand will be redeposited there in order to reduce the amount <br />that would have to be purchased. He listed several of the items of play equip- <br />ment, such as "form turtle", timber form play units, timber form 12' slide and <br />swing, at lump cost of $10,150. The balance is taken up in curb, redistribu- <br />tion of sand, removal of top soil where sand play area will be installed. <br />Additive alternatives are provided, in the event sufficiently low bids come <br />in. <br />Mrs. Doris Thompson, Park and Recreation <br />Commissioner, 49 Elwood, elaborated on what <br />was envisioned for this playground, as well <br />as others in the City, such as providing <br />challenge equipment which lends itself to the <br />area and gives youngsters the opportunity to <br />express themselves. She briefly reviewed <br />questions raised in Commission discussions, <br />including concern regarding durability of timber <br />form equipment, which the consultants assured <br />them had been used in numerous other playgrounds <br />and have stood up well. <br />Councilman Henderson, in addition to concern about the type of equipment, noted <br />that she had indicated opposition to the $13,400 item at time of Budget approv- <br />al, feeling that an area where a small number of families have lived for only <br />a relatively short time should not have priority, while other areas have done <br />without for longer periods of time, therefore, the expenditure was inappropri- <br />ate. Motion carried on roll call vote, Councilman Henderson voting no, Council- <br />men Keckley and Petersen being noted absent. <br />Mayor Bury referred back to the earlier discussion regarding public hearings on <br />proposed Zoning Ordinance amendments, stating that City Attorney advised it <br />would be inappropriate to refer to the Ordinance Review Committee. It was <br />suggested by Council that it might be advisable to terminate; however, City <br />Attorney advised there were possible alternatives to terminating, i.e., <br />adopting, modifying; denying, or referring back to the Planning Commission for <br />review. Other alternatives would be combined meeting of Council and Commission <br />as part of the public hearings. Following a brief discussion, it was deter- <br />mined that the Planning Commission would be contacted and the motion was <br />amended to delete referral to the Ordinance Review Committee, <br />see MINUTE ORDER # 70-37) <br />Acceptance of Storm Drain Easement (Por. Lo <br />k 204 <br />(For amendment, <br />Staff report stated the street improvements for the end of Bel Air Way were <br />recently completed. As part of the improvements, street drainage was col- <br />lected in a catchbasin and drained to an existing private storm drain line. <br />
