111 <br />Mr. Raymond Harder, 50 Bel Air Way, offered to dedicate to the City a ten -foot <br />drainage easement across his property to allow maintenance of this storm drain <br />line by the City. <br />Motion was made by Councilman Weymouth to authorize the City Clerk to accept the <br />easement, seconded by Councilman Arnett and carried. (MINUTE ORDER # 70-38) <br />Councilman Henderson moved to adopt RESOLUTION NO, 6223 APPROVING AND AUTHORIZING <br />EXECUTION OF COOPERATIVE AGREEMENT BETWEEN THE CITY OF REDWOOD CITY. COUNTY OF <br />SAN MATEO, AND STATE OF CALIFORNIA (DEPARTMENT OF PUBLIC WORKS, DIVISION OF <br />HIGHWAYS) FOR CONSTRUCTION OF REVISED INTERSECTION AND TRAFFIC CONTROL SYSTEM <br />(INTERSECTION OF MASSACHUSETTS AVENUE -SAN CARLOS AVENUE WITH STATE HIGHWAY <br />ROUTE 114 (WOODSIDE ROAD) seconded by Councilman Weymouth, <br />Staff report stated the agreement provided for construction of a revised inter- <br />section of Massachusetts Avenue -San Carlos Avenue with Woodside Road Rights- <br />of-way adjacent to the Wells Fargo Bank to provide for this revision had previ- <br />ously been acquired by the City, <br />Responding to questions by Council, Director of Public Works reported the con- <br />crete barricade indicated in the intersection would be drawn back; another would <br />be eliminated, and that the revisions in the intersection were for the purpose <br />of assisting cross traffic. There was criticism by Councilman Rosselli concern- <br />ing the design of the intersection, as well as with respect to other traffic <br />problems in the area. Response was that the proposed agreement covers only the <br />portions adjacent to the intersection. Additional work necessary outside the <br />defined area would be paid for by the City on the City side, and by the County on <br />their side. Responding to other comments by Council concerning the design, he <br />pointed out the design was by the State, and had been approved by both the County <br />and City. The agreement concerns payment for the construction and engineering <br />and not acceptance of the plan, which has already been approved. <br />Replying to question regarding whether traffic island is necessary, the Director <br />of Public Works advised that this would serve as the location of the traffic <br />signal. Council discussed further the matter of ease of traffic movement and <br />maneuvering in the turns, as well as possibility of redesign, if that is de- <br />sired later. Motion carried on roll call vote, Councilman Rosselli voting no <br />Councilman Keckley and Petersen being noted absent, <br />Councilman Rosselli moved to adopt RESOLUTION NO, 6224 APPROVING AND AUTHORIZING <br />EXECUTION OF AGREEMENT FOR NEGOTIATION SERVICES IN CONNECTION WITH STORM DRAIN- <br />AGE EASEMENTS UNDER GENERAL IMPROVEMENT DISTRICT N0, 1-65, PROJECT UNIT SD -20, <br />EMERALD BRANCH, seconded by Councilman Arnett. The agreement is to provide for <br />negotiation for acquisition services of Mr. Frank Rongey, Appraiser. Motion <br />carried on roll call vote, Councilmen Keckley and Petersen being noted absent. <br />Councilman Arnett moved to adopt RESOLUTION N0. 6225 AUTHORIZING EXCHANGE OF REAL <br />PROPERTY INTERESTS --REDWOOD CITY GENERAL IMPROVEMENT DISTRICT NO, 1-64 (DOLPHIN <br />SUBDIVISION NO, 1) seconded by Councilman Rosselli, The City had requested that <br />PG&E Company relocate existing overhead power lines underground to clear a site <br />for the proposed Strategic Consolidated 54" sewer line along the southeasterly <br />edge of Dolphin Subdivision No. 1. The easements will permit PG&E to relocate <br />their facilities to an area compatible with other improvements. The work will <br />be accomplished at no expense to the City. Motion carried on roll call vote. <br />Councilmen Keckley and Petersen being noted absent. <br />Councilman Rosselli moved to adopt RESOLUTION N0, 6226 APPROVING AND AUTHORIZING <br />ACCEPTANCE OF GRANT OF TEMPORARY LEVEE MAINTENANCE EASEMENTS --GENERAL IMPROVE- <br />MENT DISTRICT NO, 1-64 (MARLIN NO, 2 AND DOLPHIN NO, 1 SUBDIVISIONS) seconded by <br />Councilman Weymouth. Staff report indicated easements are temporary and will <br />automatically terminate on completion of final improvements to the exterior <br />
