140 <br />PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend Ordinance <br />No. 1130, the Zoning Ordinance, to modify Section 2.92, definition of Salvage or <br />Wrecking Yard, and to add Section 31.18, Storage of Junk, Salvage Material, and In- <br />operative Vehicles and Machinery, declared open and affidavits of publication ordered <br />filed. Report of the Planning Staff was submitted to Council. <br />Council commended Planning Commission for acting on this problem. City Attorney <br />recommended comment relative to the findings be made, and the Planning Director <br />responded that findings were that while the Zoning Ordinance appeared to prohibit <br />salvage, junk and items of that nature, in a legal sense, stopped with the defini- <br />tion of what was included. The proposal introduces a provision to which the defini- <br />tion applies finding these kinds of activities are prohibited, except under certain <br />conditions; otherwise, enclosure within a building is required. It more specifi- <br />cally defines wrecked automobiles, which is apparently a growing problem in America. <br />He stated that more cities are introducing special ordinances providing the oppor- <br />tunity for the city to remove vehicles, even from private property. <br />There being no correspondence or oral protests, Councilman Weymouth moved to close <br />the public hearing, seconded by Councilman Keckley and carried. <br />Councilman Rosselli moved to introduce Ordinance amending section of and adding section <br />to, Ordinance No. 1130, the Redwood City Zoning Ordinance, relating to salvage or <br />wrecking yards and the storage of salvage materials, respectively, seconded by Coun- <br />cilman Keckley and carried. <br />Councilman Keckley noted the presence of Mr. Eugene Elkus, Chairman of the Site Committee <br />for the State College, and Mayor Bury spoke of his recent discussions with Mr. Elkus <br />regarding concerns expressed earlier. <br />Mr. Eugene Elkus, 915 Mountain Home Road, Woodside, spoke of <br />formation of a committee by the Board of Trustees, to work with <br />citizens with the objective to act as liaison, and to protect <br />the interests of Redwood City. <br />Councilman Rosselli commented on the unfortunate publicity resulting from deferring <br />for one week the Council Legislative Committee's recommended resolution, and noted <br />the unanimous endorsement by previous Council of the college site. It had been <br />recognized there would be problems, but he felt that there was sufficient time to <br />do studies in order that they can be overcome in a satisfactory manner. Council- <br />man Weymouth added, with regard to the site selection committee, that there were many <br />sites to choose from and that in one of the meetings an all out effort was made to <br />have San Mateo County selected for the site. He felt the successful efforts was <br />indicative to the citizens that we wanted the site in Redwood City and were success- <br />ful in realizing that aim; that now Council should support the site and meet the <br />challenge of solving the traffic and other problems. <br />Councilman Henderson moved to adopt RESOLUTION N0, 6236, URGING EARLY CONSTRUCTION OF <br />STATE COLLEGE IN REDWOOD CITY, seconded by Councilman Weymouth. <br />
