He indicated areas <br />on the slide for which reinforced concrete pipe was also recom- <br />mended. <br />Council discussed these recommendations, noting improvements would start in the middle <br />of a block. <br />Charles <br />Cates, <br />605 Crompton Road, <br />expressed opposition to channel <br />cut, but <br />would <br />approve acceptance <br />of the recommendations. <br />Councilman Henderson moved to accept engineering recommendations for 48" RCP from the <br />middle of Cheshire to the extent shown, and no improvements be made above Crompton, <br />presuming access to headwalls created, seconded by Councilman Arnett. <br />Letter opposing improvement of Kensington Creek from Fernside St. <br />to Franklin School, from Iris Kelley and Raymond P. Kelley, Jr., <br />3042 Muller Court, was noted as being part of the record. (Copies <br />submitted to Council) <br />Motion carried. (MINUTE ORDER #70-61) <br />Director of Public Works reported on progress on additional creek studies in Emerald Branch <br />area, with <br />engineering plans <br />being <br />completed by Jenks and <br />Adamson, <br />rights of way being <br />secured and <br />plans anticipated <br />to be <br />before Council before <br />long for <br />approval. <br />Councilman Petersen, noting the presence of Assemblyman Britschgi, referred to pending <br />legislation concerning disclosure of assets, and invited the Assemblyman to comment. <br />Assemblyman Carl Britschgi indicated the importance of conflict <br />of interest bills to all local agencies, adding this was bad <br />legislation to begin with and opposed it. The amended version <br />of Monagan was thought to be a good one, but could not get it <br />passed and to the Senate. However, he feels that the additional <br />amendments that had to be accepted are intolerable. Under these <br />provisions, if a partner in business, for example, refused to <br />disclose assets, the official concerned would be guilty of a <br />felony. He stated the Rules Committee has before them a reversal <br />of the Unruh bill, which would take the Monagan bill with it. He <br />discussed other possibilities, including that of possible repeal. <br />Responding to question regarding possible relief, he advised with <br />a deadline of April 6, it will be necessary to push the Monagan <br />bill or extend the Chappie bill beyond the present April 6 filing <br />date deadline. Will have to wait and see how the Senate reacts. <br />Responding to further questions, he indicated that in his opinion <br />a code of ethics concept would be one that anyone could go along <br />with, in preference to these bills, and that he could even sup- <br />port the disclosure aspect, if the confidentiality could be pro- <br />tected, the information to be brought out only on approval of <br />the Attorney General and the person involved. It was his feel- <br />ing it is not possible to legislate morality.
