3 hJ -
applicant that plans were not acceptable on the following findings : ( 1 ) that the site
plan is not desirable ; ( 2 ) that the location of the main building and its orientation
in relationship to the lube bays facing toward the street is not acceptable ; that the
design and the location of the canopies are not acceptable .
Thomas L . Bardet , of Mobil Oil Corporation , 66 Bovet Road , —
San Mateo , advised Planning Commission had recommended some
15 conditions for Use Permit requested by them and 14 of
which they agreed to , the only one at issue being the condi -
tion working out a plan satisfactory to the Architectural
Committee . He advised of the meetings which had been held
with this Committee in attempting to make changes acceptable ,
but of the apparent inability to comply .
He reviewed the Corporation ' s original written statement of
their intent if allowed to build this service station that
within three months their present station on Veterans Boule -
yard would be phased out and property offered for sale for a
non -service station use .
Harry Hart , Engineer of Mobil Oil Corporation , reviewed revisions
which had been made in attempting to obtain architectural ap -
proval by relocating building , canopies , lube bays , landscaping
additions , etc . He advised this new design concept with round
canopies had been successfully accepted in other Bay cities and
had also received a design award in Texas .
In reply to suggestion to acquire additional land or add addi -
tional features to proposed design , Mr . Hart advised each station
budgeted , and impossible to add to these plans any substantial
Increases .
Discussion following related to new image which had been hoped for when this service
station proposed and rezoning had been granted to permit same under a Use Permit . New
design concepts which had been observed in other areas were described .
Mr . Hart cited other stations which had been built by their
Company and also of their desire to build an acceptable structure
on this site and their willingness to continue to work with the
Architectural Review Committee toward this purpose .
Elbert Nunn , 217 Upland Road , suggested Architectural Review Com-
mittee held dicatorial powers and felt this matter should be deter -
mined by the Council .
Bruce Wyckoff , member of the Planning Commission , advised applicant
had at time of rezoning made assurances that design for a service
station on this site would be given special attention for an out -
standing design and felt such had not been done .
Lon Price , 689 Veterans Boulevard , indicated his not approving
design of station presented and felt Architectural Review Committee
should be upheld in all respects and Use Permit not granted .
William Oeser , member of Planning Commission , upheld Architectural
Committee ruling in their attempt to upgrade all incoming business
in City , expressed disapproval of design as presented but of willing -
ness to work further in helping them develop the unique design desired
for this site .
Joe Tanouye , of Architectural Review Committee , assured Council of
their Committee ' s continual striving to upgrade all incoming enter-
prises , and of Committee ' s willingness to work with applicants on
a new design for this service station ,
Thomas Wyckel , one of the partners operating present Mobil station
on Veterans Boulevard , urged that applicant be permitted to work
out a satisfactory plan with the City , as they had been instigators
in trying to relocate this present station to this new site .
Edward Lazzarini , associate of McKelvy and Lazzarini Investment
Company, owners and developers of Motor City Subdivision , hoped
applicant would be allowed to work further with Architectural Com-
mittee to resolve planning , otherwise they would be compelled to
find a new purchaser for this site .
Stuart Leeb , owner of adjacent property to present Mobil station on
Veterans Boulevard , reported on his desire to erect an office build -
ing but lacking enough space to do so in order to insure tenants
my 12 '$A
