:3 2 h <br /> consisting of Church of Latter Day Saints , three of four remaining lots containing <br /> single=family dwellings with one lot being vacant . <br /> " RH " zoning recommended in view of theestablished single -family neighborhood character <br /> on large lot sizes with varied terrain from relatively flat to approximately 15 per <br /> cent grade . <br /> There being no communications or oral protest , Councilman Petersen moved to close the <br /> public hearing , seconded by Councilman Keckley and carried . <br /> Councilman Petersen moved to introduce Ordinance adding Section 60 . 13 . 1 to Ordinance <br /> No . 1130 , the Redwood City Zoning Ordinance , rezoning property in the vicinity of Edgewood <br /> Road , Cordilleras Road , and Upland Road , seconded by Councilman Keckley and carried . <br /> AWARD OF BID , 5 Police Cars . The following bids were received : <br /> Hillsdale Dodge $ 9 , 540 . 50 <br /> E-Z Davies Chevrolet 10 , 220 . 95 <br /> Fairway Chevrolet ( Pan Bruno ) 10 , 358 . 35 <br /> San Mateo Chrysler -Plymouth 10 , 537 . 50 <br /> Towne Ford 10 , 843 . 75 <br /> Staff recommended award to Fairway Chevrolet since the two lower bidders could not meet <br /> the delivery date in the specifications . City Manager advised subject had been under <br /> continuous discussion during the day , concerning the specifications relating to exceptions <br /> taken on delivery dates . He advised Hilsdale Dodge and San Mateo Chrysler -Plymouth <br /> N:. <br /> had both indicated in writing that no delivery would be possible unless award made by <br /> May 7 , and inasmuch as bids not opened until May 6 , award not possible to lowest bidder . <br /> He advised Fairway Chevrolet , of San Bruno , had specified a delivery date in approxiria tely <br /> 45 days and E -Z Davies Chevrolet , of Redwood City , had denoted an approximate 70 day <br /> delivery date , Staff , therefore , recommending award to Fairway Chevrolet . <br /> Councilman Rosselli stated after reviewing circumstances he moved award of bid to <br /> E -Z Davies Chevrolet as low bidder , and also recommended that Staff have an immediate <br /> meeting with local car dealers to iron out problems . <br /> Mr . Al Davies , of E-Z Davies Chrvolet , discussed City ' s <br /> relationship with local car dealers , recited instances <br /> on his own behalf of cooperating with the City . He stated <br /> a car dealer cannot predict delivery within acertain speci - <br /> fied time as up to factory scheduling , and why he had taken <br /> the exception of approximately 70 days in his bid , but delivery <br /> intended as soon as delivered from factory . <br /> In answer to question of legal position of Council in factors involved for awarding of <br /> lowest bid in this instance , City Attorney explained the motion would indicate that <br /> Council finds the delivery date is not material in determining the low bidder , and that <br /> the dollar figure would be the governing factor in the award . Councilman Keckley <br /> brought up the question of dealers who refrained from bidding through inability to <br /> meet the specified delivery date . <br /> Councilman Rosselli withdrew his motion for lack of a second at this time . Councilman <br /> Henderson expressed disappointment that meeting with car dealers had not been held and <br /> indicated Council remarks at this time not in keeping with the instructions which had <br /> been implied , and followed by the City Manager , to extend invitation to bid beyond <br /> Redwood City . She favored accepting recommendation of the City Manager for awarding <br /> bid to Fairway Chevrolet as the lowest bidder and if delivery not made within the time <br /> specified penalties allowable should be invoked . <br /> AM 12 .69 <br />
