322 Councilman Rosselli moved to approve the Staff recommendation , seconded by Council - man Arnett . Council requested that a member of the Staff attend the Board of Directors meeting when Mr . Herkner will present the Council ' s position to that Board . It was pointed out that the Manager ' s recommendations are in the nature of guidelines for the future operation of this facility . Motion carried ( MINUTE ORDER #69-94 ) Budget Study commenced with the discussion of the City Manager ' s Budget . After the City Manager explained the cause of increase in his Budget , Councilman Petersen moved to approve the City Manager ' s Budget , seconded by Councilman Arnett and carried . There was a lengthy discussion of the request for reclassifications in the City Clerk - Treasurer- Collector ' s Budget . City Manager pointed out that the Council in the past directed Staff to place reorganizational requests in the Budget for Council considera - tion , and if approved by Council in the Budget , it would be regularly processed through Personnel . Councilman Petersen moved to approve the City Clerk -Treasurer- Collector ' s Budget , seconded by Councilman Weymouth . Councilman Rosselli moved to amend the motion to eliminate all reclassifications in this Budget , seconded by Councilman Henderson . The amendment failed to carry , Councilmen Arnett , Keckley , Petersen , Weymouth , and Mayor Bury voting no , Councilmen Henderson and Rosselli voting yes . The motion to accept the City Clerk-Treasurer ' s - Collector ' s Budget then carried , Councilmen Henderson and Rosselli voting no . In considering the Budget of the City Auditor-Accountant , Councilman Henderson re - commended that an Internal Auditor be included in this Budget and that the requested reclassifications be excluded . After a thorough discussion of the reasons for the requested reclassifications and the fact that if an Internal Auditor is approved , it should be for a nine months period only to allow for recruitment and examination , Councilman Henderson moved to include a Senior Accountant to act as Internal Auditor, seconded by Councilman Keckley and carried , Councilman Rosselli voting no . Councilman Arnett moved to approve the Auditor ' s Budget as amended , seconded by Councilman Keckley . Councilman Henderson opposed the classification of Account Clerk III in this Budget . Motion carried , Councilmen. Henderson and Rosselli voting no . Councilman Petersen asked to be excused from the meeting since he had a speaking en - gagement . Councilman Henderson moved to approve the City Attorney ' s Budget as submitted , seconded by Councilman Keckley and carried . The Planning Department Budget was approved on motion by Councilman Arnett , seconded by Councilman Rosselli and carried . In considering the Personnel Administration Budget , there was a discussion on the change recommended by the City Manager to eliminate the position of Secretary and substitute the position of Intermediate Stenographer Clerk . The City Manager explained that the stenographic work in this division did not require a qualified secretary due to the routine nature of the assignment . Councilman Weymouth moved to approve the Personnell Administration Budget , seconded by Councilman Arnett , and carried , Council - man Arnett , and carried , Councilman Henderson voting no .
