334 The Purchasing division was then discussed at some length . Councilman Henderson reported that the Personnel Board had recommended the title " Purchasing Assistant " be reworded as "Assistant Purchaser " and the existing Salary Range 34 be increased to Range 37 . She opposed the hiring of a Purchasing Officer for the City . The City Manager explained the need for this position ; that the Purchasing division was to be moved to the new Municipal Services Center where office space has been provided , and all purchasing functions would take place . He stated he required someone experienced in the field of preparation of specifications , effective bid scheduling at the most advantageous times , addt ional items that could beneficially be purchased by means of formal bids on annual requirements with " as needed " delivery dates , etc . He stated further that in his judgment the savings in increased effeiciency would more than pay for the recommended salary . Councilman Henderson moved to approve the Purchasing Budget revised to include an Assistant Purchaser in Salary Range 37 to exclude the Purchasing Officer and Purchasing Clerk , seconded by Councilman Rosselli . The motion lost on a tie vote , Councilmen Arnett , Keckley, Weymouth voting no , Councilmen Henderson , Rosselli , and Mayor Bury voting yes , Councilman Petersen noted absent . It was the decision of the Council to reconsider this Budget when all members of the Council were present . On motion by Councilman Arnett , seconded by Councilman Keckley , Central Services Budget was approved . Councilman Keckley moved to approve the Municipal Buildings Services Budget , seconded by Councilman Arnett and carried , The Equipment Services Budget was discussed , with theCity Manager explaining his plans for an equipment pool . Councilman Henderson questioned the proposed reclassi- fication of an Auto Serviceman to Storekeeper I . It was explained that the present incumbent is actually acting in the Storekeeping capacity , rather than doing the work of an auto serviceman , and it was based on this fact the recommendation was made . Councilman Arnett moved to approve the Equipment Services Budget , seconded by Council - man Rosselli and carried . The Council stated as a general policy they would reserve the right to take a second look at all personnel requests after completing their run- through of the entire Budget * The Equipment Replacement Budget was approved on motionof Councilman Weymouth , seconded by Councilman Keckley and carried . In considering the Community Promotion appropriation , Councilman Henderson asked if it includes funds for a City emblem , which had been previously discussed . City Manager stated that since the submission of the Budget , the Cultural Commission had been activated and , therefore , an appropriation of 51 , 000 as an operation budget was recommended to be included in the Community Promotion .
