334 <br /> The Purchasing division was then discussed at some length . Councilman Henderson <br /> reported that the Personnel Board had recommended the title " Purchasing Assistant " <br /> be reworded as "Assistant Purchaser " and the existing Salary Range 34 be increased <br /> to Range 37 . She opposed the hiring of a Purchasing Officer for the City . <br /> The City Manager explained the need for this position ; that the Purchasing division <br /> was to be moved to the new Municipal Services Center where office space has been <br /> provided , and all purchasing functions would take place . He stated he required <br /> someone experienced in the field of preparation of specifications , effective bid <br /> scheduling at the most advantageous times , addt ional items that could beneficially <br /> be purchased by means of formal bids on annual requirements with " as needed " <br /> delivery dates , etc . He stated further that in his judgment the savings in increased <br /> effeiciency would more than pay for the recommended salary . <br /> Councilman Henderson moved to approve the Purchasing Budget revised to include an <br /> Assistant Purchaser in Salary Range 37 to exclude the Purchasing Officer and Purchasing <br /> Clerk , seconded by Councilman Rosselli . The motion lost on a tie vote , Councilmen <br /> Arnett , Keckley, Weymouth voting no , Councilmen Henderson , Rosselli , and Mayor Bury <br /> voting yes , Councilman Petersen noted absent . <br /> It was the decision of the Council to reconsider this Budget when all members of the <br /> Council were present . <br /> On motion by Councilman Arnett , seconded by Councilman Keckley , Central Services <br /> Budget was approved . <br /> Councilman Keckley moved to approve the Municipal Buildings Services Budget , seconded <br /> by Councilman Arnett and carried , <br /> The Equipment Services Budget was discussed , with theCity Manager explaining his <br /> plans for an equipment pool . Councilman Henderson questioned the proposed reclassi- <br /> fication of an Auto Serviceman to Storekeeper I . It was explained that the present <br /> incumbent is actually acting in the Storekeeping capacity , rather than doing the work <br /> of an auto serviceman , and it was based on this fact the recommendation was made . <br /> Councilman Arnett moved to approve the Equipment Services Budget , seconded by Council - <br /> man Rosselli and carried . <br /> The Council stated as a general policy they would reserve the right to take a second <br /> look at all personnel requests after completing their run- through of the entire <br /> Budget * <br /> The Equipment Replacement Budget was approved on motionof Councilman Weymouth , <br /> seconded by Councilman Keckley and carried . <br /> In considering the Community Promotion appropriation , Councilman Henderson asked if <br /> it includes funds for a City emblem , which had been previously discussed . City <br /> Manager stated that since the submission of the Budget , the Cultural Commission had <br /> been activated and , therefore , an appropriation of 51 , 000 as an operation budget was <br /> recommended to be included in the Community Promotion . <br /> MAY 15 'g9 <br />
