345 <br /> Reserves being held for consideration after all budgetary requests had been considered . <br /> Questions were asked about the cost of mutual aid , reserve officers , and the use of <br /> radar units . The Council asked for an explanation of the sums requested to pay over - <br /> time . It was the consensus that when the newly appointed Chief of Police has reported <br /> for duty and has sufficient time to study the Departmental organization , there may <br /> be changes in patrol beats . <br /> Councilman Weymouth reported on the meetings of the Survivor ' s Benefit Committee with <br /> the Safety Services . He stated that to provide survivor continuance for service dis - <br /> ability would cost approximately S12 , 000 per year . The City Ptnager reported that <br /> the Miscellaneous Employee group had indicated a desire to have the same benefit <br /> granted if it is given to the Police and Fire personnel . It was suggested by Council - <br /> man Arnett that the plan might be phased in by adding 20 on the tax rate annually , <br /> the revenue to be held in reserve for a period of 3 years , which would result in <br /> sufficient funding to pay the first year ' s costs . <br /> Councilman Weymouth reported to fund the widow ' s continuance would require approxi - <br /> mately 1$ on the tax rate . If the resulting fund was not used it could be blended <br /> with the other disability fund at the end of 3 years , Councilman Arnett pointed out <br /> that this placed the emphasis on service connected disability . <br /> The City Manager stated that he favored the 3 year basis since it would not only give <br /> the City time to build up the required sum , but in the interim it was hoped the State <br /> would provide a statewide plan with a statewide tax base to which the City could <br /> subscribe . It was stated that , if at the end of 3 years , the State decides to fund <br /> the benefit , the accumulated money , estimated at approximately S84 , 000 , should then <br /> be used to reduce our property tax rate . <br /> Councilman Petersen urged that the widow ' s continuance be provided immediately , the <br /> cost being $ 12 , 000 to $ 13 , 000 per year . <br /> Councilman Weymouth moved that Council set aside in a separate fund for Safety Workers <br /> widow ' s continuance , an amount equivalent to fund service connected disability , sec - <br /> onded by Councilman Rosselli . City Manager pointed out that this would be contingent <br /> upon the State Retirement System finding this to be compatible with the existing re - <br /> tirement system ; that this continuance would provide survivors with one -half of a <br /> Safety Worker ' s Retirement allowance , after being retired for service connected dis - <br /> ability , and applied only to " sworn personnel " . Motion carried . <br /> Councilman Weymouth moved that the Council go on record as indicating their desire to <br /> set aside S30 , 000 in a separate fund beginning with the 1969 -70 budget with a view <br /> to permanently financing the widow ' s continuance by this accumulation , in the 1971 -72 <br /> Budget year , seconded by Councilman Arnett . The motion carried on roll call vote , <br /> Councilman Petersen abstaining due to lack of sufficient information nn the subject . <br /> Councilman Petersen brought up the subject of appropriate clothing forpolice officers <br /> responding to riot control , stating he would favor individually fitted gas masks , <br /> uniforms , and other accouterments . <br /> Councilman Henderson moved to approve the Police Department Budget as amended , seconded <br /> by Councilman Keckley and carried . <br /> M►? 2 1 'e <br />
