234 <br /> Planning are allocated by the Federal Government on a per capita basis and <br /> in order for the population living within incorporated areas to be counted in <br /> the allocation, it is necessary for each city to pass a resolution authorizing <br /> the County ( through RPC ) to engage in County-wide planning for the area within <br /> its incorporated limits . It was also stated that since the deadline for 701 <br /> application is approaching , these resolutions were needed by the end of January . <br /> Councilman Petersen questioned amount of funds involved for this consultant <br /> work , extent of work to be done at this point . He also indicated his customary <br /> stand in general opposition of Federal grants as loss of local control usually <br /> implied . <br /> City IVhnager advised amount of funds involved evidently not even known by <br /> County at this point from his discussions with them , but that it was indicated <br /> if less than a total acceptance by cities , that the amount of the 701 grants for <br /> which County would be eligible based on population was received , then grant <br /> would be much less than if all accepted . <br /> Planning Director also indicated amount of funds not known at this point , but <br /> that it was a fact that before the Regional Planning Committee could apply <br /> for funds , it was necessary to have the concurrence of cities within the County <br /> so this application could be made . <br /> Councilman Keckley , as Council ' s representative to the Regional Planning <br /> Committee , also stated amount of coots not known, since on a per capita basis , <br /> but that concurrence by the City on this request would give them the capacity <br /> and possibility of cooperating with Redwood ' City for planning , if necessary . <br /> At this point , no regional park planning is in progress , and only known pur- <br /> chase being discussed is Greco Island , which is not in Redwood City , but ad- <br /> jacent thereto . <br /> Councilman Henderson approved of granting request made by County Regional <br /> Planning Committee , as City would benefit from a County-wide General Plan , <br /> and felt costs would be reported at another time . Mayor Bury also expressed <br /> his reasons for favoring City ' s approval of this request and noted various <br /> County-wide planning that would be involved and beneficial to cities , such as <br /> transportation , airport improvements , etc . Further discussion held concern- <br /> ing Federal Grants . Motion carried on roll call vote , Councilman Petersen <br /> voting no . <br /> Councilman Keckley , as Council representative on the Regional Planning Committee , <br /> asked that Council indicate their stand on the By-Laws amendment which had T _ <br /> been submitted to Council , also , even though action not requested , so that <br /> he would be in a position to vote on the amendment . After a reading of the <br /> amendment , Councilman Rosselli moved to accept recommendation of Regional <br /> Planning Committee regarding amendment proposed to the By-Laws , seconded by <br /> Councilman Henderson and carried , Councilman Petersen voting no .
