235 <br /> Appointment of Citizens Advisory Committee ( General Plan ) ,, <br /> City Manager ' s report to Council advised of Staff ' s concurrence in principle <br /> with the recommendation of the Planning Commission that a Citizens Advisory <br /> Committee be established for purpose of attaining a broader base of citizen <br /> participation , as Commission now at stage in General Plan program where goals <br /> for the community should be established , which will form the bases for several <br /> General Plan elements comprising the Redwood City General Plan . <br /> City Manager recommended a central citizens advisory board , composed of 15 <br /> members and 7 task groups of 7 members , each of which would deal with specific <br /> areas of interest . in the community ( industrial development , parks and recreation , <br /> schools and colleges , etc . ) , reporting back to Planning Commission and City <br /> Council . <br /> Councilman Weymouth moved to accept the City Manager ' s recommendation and place <br /> the appointments on Council ' s Agenda of January 27 , 1969 , for action , seconded <br /> by Councilman Petersen . In ensuing lengthy discussion on details for forming <br /> the committees , point was raised on whether members must reside in Redwood City , <br /> City Manager recommended that appointees to committees need not be restricted <br /> to residents of the City , but persons owning property and otherwise participat- <br /> ing in the well-being of the community through taxes , should be permitted to <br /> serve . It was felt in this way some citizens with special expertise for the <br /> various specialized fields of interest , transportation , industrial , etc . , might <br /> be appointed . <br /> Councilman Rosselli asked to continue this discussion at another meeting in <br /> order that all details might be explored further and also suggested a limit <br /> be put on number of non-residents appointed . Councilman Arnett pointed out <br /> request of Planning Commission was submitted two months ago on formation of <br /> this Committee and procedures recommended by the Staff are along lines of cit - <br /> izens committee formation he had witnessed as being successful , He felt only <br /> point in argument would be that of restrictions set for the non-resident repre - <br /> sentation or other standards of selection . In this respect , Councilman Arnett <br /> moved to amend the motion approving recommendation for appointments , in that <br /> Planning Commission ' s recommendation and wording be included in the motion for <br /> appointment of the Citizen ' s Advisory Committee , "a Central Citizen Advisory <br /> Board composed of 15 citizens representative of the community ' s characteristics <br /> with respect to place of residence , occupation , income , age , sex and race " , <br /> seconded by Councilman Keckley . <br /> Councilman Weymouth felt that any businessmen paying taxes on property in Red- <br /> wood City should be considered for appointment as had been done with prior cit- <br /> izens committees . <br /> Councilman Arnett felt plenty of opportunity would be given to those not resid- <br /> ing in the community to participate in task force groups and should be asked to <br /> JAM 1?
