0 14 8 <br /> of other city ordinances on this question , and indication this was under juris - <br /> diction of police departments , and felt it timely to present this subject to the <br /> City ' s new Police Chief and get his point of view . <br /> Mayor Bury asked that intersection of Whipple Avenue and El Camino be again re - <br /> viewed by the Traffic Bureau as suggested by Council , as felt traffic movements <br /> confusing and hazardous , ( MINUTE ORDER #69- 138 ) Motion Carried . <br /> Legislative Committee Report and recommendations submitted previously to Council for <br /> review on the following pending legislation : <br /> SB 1413 proposing to amend the Penal Code to provide that members of the fire de - <br /> partment of a local agency shall be designated as peace officers . Committee recom- <br /> mends opposition for reason that fire fighters might well be hampered in perform- <br /> ance of their primary duties as fire fighters . <br /> AB 1702 would authorize cities to enact ordinances requiring sellers of residences <br /> to furnish a report to be prepared by a local agency relating to compliance with <br /> local building and zoning ordinances . Committee feels merit in concept of protect - <br /> ing buyers , that League of California Cities is studying similar Legislation , and <br /> Committee , therefore , recommends that no position be taken at this time . <br /> AB1732 proposing to require building departments of local agencies to maintain of - <br /> ficial records of plans and specifications of buildings for which such department <br /> has issued a building permit . Committee recommends opposition as would create <br /> an unnecessary record -keeping burden . <br /> AB 1884 proposing to make certain revisions in the State taxation laws including <br /> the repeal of the Bradley -Burns Uniform Local Sales and Use Tax Law and increasing <br /> the State sales and use tax from 4% to 5% , etc . Committee recommends opposition <br /> as not providing an "across the board " _tax reform . <br /> AB 1908 proposing to authorize municipalities and other political subdivisions to <br /> enact and enforce airport zoning rules , regulations , and ordinances limiting the <br /> height of structures , use of property in the vicinity of airports , etc . Committee <br /> recommends opposition as would work a detriment to cities by authorizing "airport <br /> zoning " in vicinity of such airports . <br /> AB 2007 proposing to declare that a city which derives one per cent or more of its <br /> gross water service revenues from sales outside its boundaries is a public utility <br /> for purposes of establishing rates and thus would be subject to the jurisdicition <br /> of the PUC , Committee recommends opposition for reason would remove from local <br /> control a vital utility operation and create confusing jurisdictional problems re - <br /> lating to water service , <br /> AB 2037 proposing to reduce the subventions to local agencies of cigarette tax revenues <br /> by deducting 30% of the cost of administering the cigarette tax law from the sub - <br /> ventions . Committee recommends opposition for reason that it would reduce revenues <br /> to local agencies for administration of what is basically a local tax provision . <br /> 31t 7 '69 <br />
