394 AB 2138 would authorize local agencies to impose a use tax in the amount of 5% of the purchase price on the storage , use or other comsuption of gas , electrical and telephone services ; would require local agencies contract with State Board of Equalization to administer such taxes and require that the Board be compensated . Committee recommends opposition as requirement would add to the expense of admin- instering such a tax . AB 2297 proposing to provide that knowing violations of the Ralph M . Brown Act would constitute misconduct in office , increasing penalty for violations , Com- mittee recommends opposition., consistent with its position on other bills of a similar nature , Request of San Mateo County Chapter , N .E . 0 , A . for support of the claim of Local 467 , U .A . , to maintain jurisdiction of all work at the San Francisco Airport . Committee feels insufficient facts known to them to justify recommending a position on this request , but expressed concern with the problem expressed and does recommend that support be given to the proposition that local workers should be given prefer- ence for work on local projects , and further recommends that the Mayor express the Council ' s concern by letter in response to the San Mateo County Chapter ' s letter . Councilman Henderson moved to adopt ORDINANCE NO . 1130 . 101 , ADDING SECTION 60 , 22 . 1 TO ORDINANCE NO . 1130 , THE REDWOOD CITY ZONING ORDINANCE , REZONING PROPERTY IN THE VICINITY OF UCCELLI BOULEVARD AND BA IR ISLAND ROAD , seconded by Councilman Keckley . City Manager advised his report previously submitted to Council had stated that a meeting of the major property owners involved in the proposed improvement of Bair Island Road had been set for July 8th and it was recommended that Council proceed with the adoption of the ordinance rezoning property in this vicinity , as Staff wasconfident that control of the land usage could be handled through the Zoning Ordinance . Council was assured the non -access strip would not be abandoned but held for compliance until after the Assessment District was formed . Motion carried on roll call vote , Councilman Petersen abstaining because of property interests , Councilman Rosselli abstaining because of absence from public hearing, and Council - man Arnett noted absent . DAMAGE CLAIMS : ( 1 ) Evyleen Joyce Laster , 351 Chesham Ave . , SanCarlos , for property damages alleged to have been caused by City ' s negligence in maintaining parking lot ; ( 2 ) Raymond E .
