396 <br /> Annual State Conference of Women on Highway Safety , Sacramento , August 14 , 15 , 16 , <br /> instead of August 15 -17 ) , seconded by Councilman Rosselli and carried . <br /> Presentation of a Certificate of Distinguithed Service to Andrew Spinas by Mayor Bury <br /> on behalf of Council and community , with expressions of appreciation for his ser- <br /> vices while a member of the Library Board of Trustees . �^ <br /> Report on " 911 " Emergency Dialing by W . F . Seebauer , Manager , Pacific Telephone & Tele - <br /> phone & Telegraph Company , Redwood City , as requested for Council ' s information . <br /> Mr . Seebauer explained how system would work so that any <br /> telephone subscriber , at no extra cost , could in any type <br /> of emergency dial this one number and be connected to a <br /> central receiving point where message would thereafter be <br /> dispatched to the department involved , i . e . , fire , police , <br /> ambulance , etc . He advised telephone company is willing $ <br /> and ready to provide this type of converter to cities , <br /> realize the desirability of such a service , but stated <br /> many ramifications involved , particularly in California . <br /> He reported on the number of cities throughout the United <br /> States which now had this type of emergency dialing , others <br /> now planning to convert , and those cities seriously consid - <br /> ering such plans . He explained cities having this type of <br /> service had already a central point for receiving calls and <br /> method for dispatching , usually Police Department . He advised <br /> how outlying communities usually have a central receiving <br /> center covering large areas , but of the complication arising <br /> in this area by an overlapping of telephone service covering <br /> several jurisdictions . He explained from a chart the problems <br /> presented between cities of Belmont , San Carlos , Menlo Park , <br /> Redwood City and Redwood Shores , by this overlap , and problems <br /> involved to define responsibility and liability implied of a <br /> central service covering several jurisdictions and the dispatch <br /> from this point . In this respect he noted it was not he plan <br /> of the telephone company to take calls and dispatch , but assumed <br /> to be the responsibility of the city seeking the system , He <br /> noted why it was thought important that State become involved in <br /> order to provide assistance to communities and perhaps set the <br /> development of a master plan guideline . He also noted that <br /> " 911 " was adopted by AT&T through cooperation with national <br /> mergency agency organizations to provide this type of help to <br /> the general public in reporting emergencies . He felt a Master <br /> Plan definitely needed for the whole of the Bay Area . <br /> City Manager stated obviously the ideal solution to this type of service would be <br /> a tie - in to a County -wide system, but noted Staff ' s review indicated this to be a <br /> prodigious undertaking , with costs unknown and answers to questions of responsibility <br /> and liability in need of much study . It was also noted that a ray of hope might be <br /> realized from a nation -wide research on this subject which had been authorized and <br /> might bring solutions as to implementation of this service . <br /> Council indicated problems presented for this service did not diminish the need but <br /> felt subject should be presented for an investigation by ABAG as a regional problem . <br /> City Manager emphasized Staff not negative in this approach as considerable time <br /> had been spent on this subject not only with City Staff but also with County staff <br /> and feels now at the proper point where experts should be consulted because of the <br /> present Civic Center planning wherein a centralized communication system should be <br /> definitely considered . Mayor Bury felt new technologies would be developed to over- <br /> come some of the problems mentioned . <br /> Mayor Bury asked that Staff continue to pursue this subject and accepted suggestion <br /> that a communication be sent to ABAG requesting they consider a regional study ( Memo <br /> 7/15/69 ) <br /> PUBLIC HEARING , Resolution of Intention of the Planning Commission to amend the Zoning <br /> Map to rezone properties fronting on Hamilton Way , Oak View Way , and Eastlake Way , <br /> being Lots 5 through 10, Block 204 , and Lot 8 , Block 19 , Highlands of Emerald Lake <br /> Subdivision No . 2 ; Lots 27 and 28 , Block 18 , and Lot 8 , Block 19 , Highlands of Emerald <br /> X14 769 <br />
