M . <br /> Pledge of Allegiance led by Councilman Arnett . <br /> Invocation led by Vicar Edward Arle , Redeemer Lutheran Church . <br /> ON ROLL CALL the following were noted present : Councilmen Dixon Arnett , Mary W . <br /> Henderson , Paul C . Keckley , John S . Rosselli, Ray A . Weymouth, Mayor Robert H . <br /> Bury, and City Clerk Helen C . Moore . Councilman Herbert G . Petersen was noted <br /> absent . Also noted present were City Manager Howard C . Ullrich , Assistant City <br /> Attorney James Thomas , Assistant City Manager Henry V . Burget , Police Chief <br /> William Faulstich , Captain Joel Mansfield , Fire Chief J . L . Lodi , Director of <br /> Public Works J . Louis Scherer , Chief Building Official Charles Gyselbrecht and <br /> Deputy City Clerk Marian McCrindle . <br /> Councilman Weymouth moved to approve Minutes of Regular Meeting of January 13 , <br /> 1969 as mailed , seconded by Councilman Arnett and carried . <br /> Report on TRAFFIC STUDY findings by the San Francisco firm of Peat , Marwick , <br /> Livingston & Co . <br /> City Manager stated he had asked Mr . Barnard C . Johnson , of Peat , Marwick , <br /> Livingston & Co . to make a brief summary of traffic study findings resulting <br /> from the survey by their firm . No Council action will be requested at this <br /> time . <br /> He commented on the new areas which had been introduced since the completion <br /> of this study which will ultimately affect traffic considerations , specifi- <br /> cally the proposed expansion of Ampex Corporation and their request for aband - <br /> onment of certain streets , and the site planning study already authorized <br /> for the Civic Center complex , all having an impact on recommendation which <br /> Staff will ultimately make to Council . <br /> Mr . Johnson , of Peat , Marwick , & Livingston Co . , advised <br /> that copies of the traffic report which had been submitted <br /> to Council prior to this meeting were for limited distribu- <br /> tion, as only a draft of their final report as submitted to <br /> the Highway Research Board and subject to review , change and <br /> comment by them and by other researchers around the country , <br /> before being finally published . He advised the few copies <br /> which had been previously submitted to City in early part of <br /> October for Staff review had resulted in comments from both <br /> Staff and Chamber of Commerce on various aspects for changes <br /> or requests for more information . <br /> Mr . Johnson thereafter highlighted various aspects of the <br /> survey which had been made from the report pertaining more <br /> specifically to the central business district , detailing the <br /> more important phases of various stages of the traffic test <br /> changes which had been made , and the various conclusions <br /> which had been cited from analysis of the tests ranging from <br /> simple change of signal timings , intersection channelization , <br /> stop. sign removals , etc . , all geared to the Downtown Develop- <br /> ment Plan as prepared by Livingston & Blayney and now under <br /> study for implementation . <br /> He reviewed their further conclusions as to benefits which <br /> could be derived from a plan incorporating certain specific <br /> stages of the traffic pattern tests ; commented on the tie - in <br /> of response of merchants , public opinion, and retail sales <br /> comparisons made during the study , all having effects on final <br /> conclusions and recommendations to be made after Staff and or- <br /> ganizati on study of this report .
