4 1 rz-) <br /> He commented on the recently passed BCDC bill and stated discussions had been held <br /> and opinion had been expressed by legal department of Leslie Properties that no <br /> effect would result on Redwood Peninsula because of previous commitments . <br /> In reply to questioning by Council as to responsibility of DMJM, as Consulting En- <br /> gineers to City , in making recommendations and reports to City on safety recommenda - <br /> tions , Mr . Caryl stated DMJM had no part in the actual construction of residences <br /> in the District and such recommendations as strapping down water heaters would have <br /> to be referred to City Staff for implementation if requested . He advised recommenda - <br /> tions related to soils reports and other criteria aspects falling in their sphere were <br /> being carried out . <br /> Assistant City Manager suggested that Staff and Consulting Engineers be permitted to <br /> investigate this issue more thoroughly , as felt it to be more of a policy decision <br /> of City , which would involve not only implementation , but also policing and there - <br /> fore probably not in the realm of Consulting Engineers ' authority . Reference made to City <br /> Manager ' s report submitted previously on this issue , and point noted by him that just <br /> as much earthquake hazard existed in all of the City , as in Redwood Shores , and that <br /> it was just as important for an automatic shutoff to gas lines by PG&E service as the <br /> anchoring of water heaters in a residence . In reply to whether a rechecking and up- <br /> dating of the Seismic Study that is to be done indicated any pending changes in re - <br /> commendations previously made , as to either anchoring water heaters or automatic <br /> shutoff on gas lines , Mr . Caryl stated steps now being taken to review recommenda - <br /> tions after this first five year period , but no changes were implied at this time , <br /> He also answered in reply to question that he knew of no other recommendation made in <br /> the Study that is not now being complied with , either by developer or the District , but <br /> would review and verify this statement . <br /> One point raised as to a possible contradiction in that anchoring of water heaters <br /> or shutoff devices should apply equally throughout the City , whereas certain type of <br /> construction for foundations required in the project without special ordinance re - <br /> quired for application to all of Redwood City . <br /> Mayor Bury asked that Staff note the comments which had been made during this discus - <br /> sion in order to response could be made to Council . <br /> Mayor Bury accepted Assistant City Manager ' s suggestion that this subject be made an <br /> Agenda item next week, in order that a full report might be presented to Council . <br /> ( Memo 8/5/69 ) <br /> t <br /> PUBLIC HEARING, Resolution of Intention of the Planning Commission to amend the Zoning <br /> Map to rezone East View Way Annexation No . 1 , property located at 618 -620 East View <br /> Way ; being Lots 12 and 13 , Block 205 , Estates of Emerald Lake Subdivision No . 2 , <br /> from " IS " ( Interim Study ) District to "RH " (Residential -Hillside ) District , declared <br /> open and affidavits of publication and mailing ordered filed , <br /> Planning Commission held a public hearing on July 8 , 1969 , and recommended rezoning <br /> the area to RH-15 ( Residential -Hillside - 15 , 000 sq . ft . minimum ) District . <br /> Staff report stated area was recently annexed to Redwood City and contained two sub - <br /> divided parcels with each parcel having approximately 16 , 000 sq , ft . of area , with <br /> two recently constructed single -family dwellings ; that adjacent area is presently in <br /> 1143 4 .69 <br />
