William Rogers expressed appreciation of Leslie <br /> Properties for the cooperation between his firm and <br /> the Planning Commission and City Council , and pro - <br /> duced maps which showed the extent of riprap accom- <br /> plished this far , as well as portions of parkway ac - <br /> complished to this point . He mentioned work of the <br /> Urban Design Committee in producing street furniture <br /> guide , and that interest had been expressed in util - <br /> izing this guide in other parts of the City . <br /> City Manager concluded the report by advising that another tour would be scheduled <br /> after the weather improves so that Council , the Planning Commission and others <br /> interested could observe progress being made . <br /> Mayor Bury commented on the closing of Marine World during the period January 7th , <br /> through March 30 , during which time there will be substantial building going <br /> on at the site , along with improvements to inside structures . City Manager <br /> explained that the animals will remain there and be maintained , and additional <br /> ones brought in . He added it was not unusual for this type of operation to <br /> shut down for short periods , particularly in the formative period . It is an- <br /> ticipated that it will take three years to reach "full program" status , and <br /> the expected volume of tourists . <br /> Mayor Bury expressed thanks to the group for the presentation , and announced that <br /> in view of the fact that Councilman Arnett would be leaving the meeting for <br /> a short period , the public hearing next scheduled on the Agenda would be de - <br /> ferred until later in the meeting . <br /> Report and recommendations for architectural and financial consulting services for <br /> Civic Center Expansion was presented by City Manager , both by written report <br /> submitted earlier to the Council , and verbally . He described how Staff had <br /> methodically selected , interviewed and considered 14 architectural firms which <br /> appeared capable of designing the project , eventually reducing the number con- <br /> sidered qualified to three . Field trips were then made to the home offices <br /> of these three firms , as well as to projects designed by them . <br /> It was the recommendation of Staff that the firm of Haines and Tatarian , of <br /> San Francisco , be selected as the architects for the Civic Center , and Bert <br /> A . Betts and Associates , of Sacramento , to act as financing consultants . <br /> City Manager expressed the belief of Staff that it would not be proper to <br /> request professional architects or financial consultants to submit to bidding <br /> procedure , but that it was preferable to consider them on basis of past per- <br /> formance and by • observation of accomplished work , and then submit recommend- <br /> ations to Council for consideration . Once approval received of Council , only <br /> a few days would be necessary to finalize . <br /> Councilman Rosselli moved to authorize City Manager to negotiate agreements <br /> for the stated services , seconded by Councilman Keckley . Council questioned <br /> whether this work would be done in two phases , and City Manager stated it might <br /> come in as many as five ; that each phase would be provided " stop " and "go " points . <br /> AN 8 '61 <br />
