239 <br /> Councilman Keckley moved to adopt RESOLUTION NO , 5878 ABANDONING PORTIONS OF <br /> CHARTER , CHEW AND MANZANITA STREETS , IN ACCORDANCE WITH PART 3 OF DIVIS ION <br /> 9 , STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA , seconded by Council - <br /> man Arnett and carried on roll call vote , Councilman Petersen being noted <br /> absent . <br /> Councilman Rosselli moved to adopt RESOLUTION NO , 5879 OF PRELIMINARY DETERMINATION, <br /> BEL AIR WAY IMPROVEMENT DISTRICT ( sets public hearing for February 10 , 1969 , ) <br /> seconded by Councilman Henderson . <br /> Staff report stated this Improvement District had originally started in 1967 <br /> but terminated by Council in July 1968 because only one bid had been received <br /> for construction of the improvements which proved to be much higher than En- <br /> gineer ' s Estimate , and Staff had been directed to commence new proceedings early <br /> this year in an attempt to get more favorable bids . Motion carried on roll <br /> call vote , Councilman Petersen being noted absent . <br /> Authorization for Mayor to execute a notice to State of California Department of <br /> Housing & Community Development , relating to local building regulations , approved <br /> on motion of Councilman Rosselli , seconded by Councilman Keckley . <br /> Chief Building Official requested Council ' s authorization for filing of this <br /> official notice with the State for purpose of advising that City has and is en- <br /> forcing a local ordinance , or ordinances , prescribing minimum standards equal <br /> to or greater than the provisions of Division 13 , Health and Safety Code , State <br /> of California . Chief Building Official advised this notice could have been given <br /> any time during last two or three years , but inasmuch as City had recently a- <br /> dopted an updated Building Code , State had requested this new notice be filed . <br /> Mayor Bury questioned whether any notice had been given to the building trades <br /> as to City ' s newly updated Building Code Ordinance and was advised such notifi- <br /> cation had been given after Council action on the Code as a routine measure by <br /> Building Department , Motion carried ( MINUTE ORDER #69-17) . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 5880 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT WITH BERT A , BETTS AND ASSOCIATES FOR FINANCIAL CONSULT- <br /> ING SERVICES ( CIVIC CENTER COMPLEX ) , seconded by Councilman Rosselli . <br /> City Manager ' s report to Council outlined the terms and conditions of the agree - <br /> ment . In reply to question whether alternate recommendations for financing would <br /> be submitted , or just one method , City Manager advised exploration would be made <br /> of all avenues of financing and reported to Council with recommendation on one <br /> considered to be the best method , and outlined provisions of the agreement , <br /> Motion carried on roll call vote , Councilman Petersen being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION N0 , 5881 GRANTING CONDITIONAL SEWER CON- <br /> NECTION PERMIT TO PREMISES SITUATE OUTSIDE CITY LIMITS PURSUANT TO SECTION <br /> 27 . 21 . 1 OF THE CITY CODE ; AND STATING CONDITIONS THEREOF AND FEES THEREFOR (UNGER ) , <br /> seconded by Councilman Henderson . <br /> Staff report stated County has issued a notice to this property to abate the <br /> septic tank problem for health reasons , and that Staff recommended approval as <br /> property could be served by the Edgewood Road sewer main , City Manager reported <br /> JAN 20 'fig <br />
