439 <br /> Councilman Petersen moved to adopt RESOLUTION NO . 6081 OF INTENTION RELATING TO <br /> PARTICIPATION IN A COOPERATIVE LIBRARY SYSTEM, seconded by Councilman Henderson . <br /> A detailed report for the proposed cooperative library system was provided to the <br /> Council . City Librarian Karl Vollmayer briefly outlined the proposal , noting that a <br /> similar plan of service had been submitted last year , but had not been approved by the <br /> State Public Library Board . However , this year with participation by two additional <br /> libraries , one of which was the County Library , he is hopeful that the plan would be <br /> approved at the State level . Among the advantages under this plan , borrowers can <br /> return books at any location and this should result in increased use of the libraries . <br /> This might result in increased expenditures , but this will not be known until the plan <br /> has been in operation . State contribution would amount to $70 , 000 , There is presently <br /> a contract with the County Library which it is hoped will be continued , whether the <br /> proposed cooperative plan is accepted or not . Expenditures both by City and by the <br /> County have been about equal under the existing contract , approximating $20 , 000 , <br /> for services extended to them by the City and those offered to the City by the County . <br /> In the event the State fails to approve this plan , City will have to work out a <br /> reciprocal arrangement with the County . <br /> In response to Council question , City Librarian advised that fees of County residents <br /> using the City library facilities are paid for by the County at present . With regard <br /> to foreign language books , he informed Council that in recent years many books have <br /> been added to the libraries in the Spanish language . Motion carried on roll call vote . <br /> A suggestion was made by Council to request the Library Board to consider extending the <br /> library hours to 10 : 00 P . M . , from the present 9 : 00 P . M . closing time , as well as <br /> opening on Sunday afternoons , to accomodate students . It was also suggested that the <br /> Schaberg Branch be open on the same schedule as the main Library . City Manager was <br /> requested to have the City Librarian report on this matter . ( Memo 8/26/69 ) <br /> Councilman Keckley moved to introduce Ordinance appropriating $21 , 225 . 00 from un - <br /> budgeted balance of the Sewer Fund , and appropriating $25 , 271 . 00 from the unbudgeted <br /> unappropriated balance of the Water Fund to provide for payment of principal and <br /> interest on General Improvement District No . 1 -64 , 1964 Facilities Bonds , seconded <br /> by Councilman Rosselli , <br /> The funds represent water and sewer connection fees received in 1969 by the City for <br /> new services in GID 1 -64 . The Feasibility Study contemplated such revenues being used <br /> for payment of interest and principal becoming due on GID 1 -64 Facilities Bonds . <br /> Motion carried . <br /> Councilman Rosselli moved to introduce Ordinance fixing the amount of money to be <br /> raised by taxation upon the taxable property within the City of Redwood City as revenue <br /> to carry on the various departments of said City for the Fiscal Year 1969 -1970 , to <br /> pay the bonded indebtedness of said City falling due and becoming payable during said <br /> AUG ' , 'F <br />
