44 :1 <br /> Council discussion followed in which it was rated that the intention was for students <br /> to participate not only in regularly scheduled meetings , but also in special committee <br /> meetings . The fact that they will have access to privileged material would disqualify <br /> them from the prerogative of addressing the Council or Commission from the podium . <br /> It was brought out by Councilman Arnett that in some instances , such as <br /> Park and Recreation Commission , where meetings are not held on a weekly basis , there <br /> would be a disparity in the time involved in participating in the several categories <br /> of scheduled meetings , and a supplementary program should be developed to equalize <br /> this for the purpose of academic credits . <br /> Councilman Petersen expressed support for the program , but felt that having the <br /> students seated at the Council table would interfere with the procedures of conducting <br /> City business , that it would be crowded as well as cumbersome . Other members agreed <br /> that accomodating such a large number of persons at the Council table could pose a <br /> difficult problem , and it was suggested that a table closely situated to the Council <br /> might be a solution . Council also expressed the belief that they were entering on <br /> a good program , and that to be successful , it will have to hold the interest of the <br /> students , and that sitting with the Council and participating would more likely stim- <br /> ulate such interest than sitting in the audience . It was recognized that there was <br /> the disadvantage of physical limitations in the seating , but that if there is sufficient <br /> interest in making the program a success , this can be worked out . <br /> Councilman Henderson moved to accept the report and authorize implementation of the <br /> program, seconded by Councilman Keckly . Councilman Petersen moved to amend the motion , <br /> to exclude students being seated with Council or Commissioners , seconded by Councilman <br /> Rosselli . Councilman Keckley , speaking in opposition to the amendment , stated that , as <br /> the program goes along , procedures could be changed at any time by Council . <br /> Mrs . Artie Ree Morgan , 34 Center Street , membeof the <br /> Park and Recreation Commission , advised Council of her <br /> objections to having the administrative body of the City , <br /> while City business is being considered , being distracted by <br /> having persons other than elected officers seated at the <br /> Council table . <br /> Amended motion lost on roll call vote , Councilmen Arnett , Henderson , Keckley , Rosselli , <br /> and Weymouth voting no , Councilman Petersen and Mayor Bury voting yes . <br /> Original motion to accept report carried on roll call vote , Councilmen Arnett , Henderson , <br /> Keckley , Rosselli , Weymouth and Mayor Bury voting yes , Councilman Petersen voting no . <br /> ( MINUTE ORDER # 69 -174 ) <br /> Appointment to the Planning Commission , Councilman Henderson moved to cast a unanimous <br /> balms for appointment of William Floyd to the Planning Commission for term expiring <br /> June , 1972 , seconded by Councilman Arnett and carried .
