( Copy submitted to <br /> Council ) <br /> Bell Electrical Signs , Inc . , requesting permission <br /> to place a second free -standing sign for used car operation , <br /> where only one sign is permitted by ordinance . <br /> City Attorney advised this is not an appeal matter , but would require an amendment <br /> to the Sign Ordinance .
