Carney , owner of Lot 8 , Block 204 , Highlands of Emerald Lake Subdivision No . 2 , recently annexed to City , requesting that matter of request of water service to this property be placed on early Council agenda , as proposal for City water service is such that it is " impossible and impractical " . ( Memo 8/26/69 ) City of Redondo Beach urging support of their resolution requesting League of California Cities to submit a resolution to the League ' s Annual Convention opposing any change in the current tax exemption on State and local government bond interest . ( Copy submitted to Council ) Councilman Keckley moved to adopt RESOLUTION NO , 6083 COMMENDING GENE KOHLMANN AND CONGRATULATING HIM ON HIS ACHIEVEMENTS AS A RACER OF ONE - MAN SAILBOATS , seconded by Councilman Henderson . Councilman Keckley noted his earlier request for consideration by Council to give recognition to Gene Kohlmann , and stating he would ask the young man to be present at the meeting at which presentation of this resolution will be made . Motion carried on roll call vote , Councilman Rosselli being noted absent . Councilman Arnett moved to adjourn to adjourned Regular Meeting on September 3 , at Community Activities Building , and by adoption of RESOLUTION NO , 6084 COMMEMORATING THE MEMORY OF WILLIAM DAWSON , seconded by Councilman Weymouth and carried on roll call vote , Councilman Rosselli being noted absent . Rosselli , Ray A . Weymouth , Mayor Robert H . Bury , and City Clerk Helen C . Moore . Councilmen Paul C . Keckley and Herbert G . Petersen were noted absent . Also noted present were City Manager Howard C . Ullrich , City Attorney David E . Schricker , Assistant City Manager Henry V . Burget , Police Chief John R . McDonald , Director of Public Works J , Louis Scherer , Auditor -Accountant Jack Ference , Recreation Director A . S . Morton , Park Superintendent Pasco Balzarini , and Deputy City Clerk Marian McCrindle . Park and Recreation Commissioners noted present : James Knecht , Chairman Doris Thompson , Jack Stuart , and Larry Schenck .
