41 62 <br /> Councilman Rosselli moved to adopt RESOLUTION NO , 6104 TRANSFERRING $4 , 650 . 00 FROM <br /> APPROPRIATION FOR PURCHASE OF EQUIPMENT AND FURNISHINGS FROM MUNICIPAL SERVICE <br /> CENTER TO APPROPRIATION FOR FIRE STATION NO . 4 , TO PROVIDE FOR PURCHASE OF <br /> FURNITURE AND FIXTURES , seconded by Councilman Arnett . <br /> Council questioned why this requirement had not been anticipated in Fire Depart - <br /> ment budget , and City Manager advised that costs were higher than expected <br /> because of added soils work and redesign , as well as addition of a firehose <br /> drier . Further , the Municipal Services Center furniture and equipment have <br /> been contracted for and there is sufficient excess of funds to permit this <br /> transfer for the Fire Station No . 4 requirements . <br /> Fire Chief Lodi reminded Council of dedication ceremonies for the new Fire <br /> Station on Sunday , September 21 , at 2 : 00 P . M . Motion carried on roll call <br /> vote . <br /> Discussion of proposed reorganization of Personnel Section . <br /> City Manager presented Staff recommendations for reorganization of the Personnel <br /> section as outlined in his report previously submitted to Council . He stated <br /> for <br /> that , /some time the City has tried to maintain the Personnel section as it was <br /> under original concept . However , it was his opinion that the system is now <br /> antiquated , and that the City is one of the few of its size throughout the area <br /> that does not have full time professional director of personnel . He noted that <br /> in his report two aims are set forth : ( 1 ) To establish a Department of Personnel , <br /> under direction of the Manager ' s office ; ( 2 ) To create a new classification of <br /> Personnel Director , with Department Head status . <br /> With regard to recommendation to negotiate with State Cooperative Personnel <br /> Service for classification study and salary survey , he advised that , since <br /> report had gone out , State had informed him they cannot undertake this work at <br /> present . Therefore , it is his belief that an alternative might be to have this <br /> work done by another outside agency . Staff believes also that a Personnel <br /> Analyst should be added , who would be in a position to assist in reviewing critical <br /> classification structures in which there have been problems . It was felt that <br /> with a Director and Analyst , a complete review of classifications can be made <br /> covering the balance of the current salary year , then recommendation would be <br /> made to negotiate further with the State Cooperative Personnel Service in the <br /> next budget year for a complete classification , wage and salary plan . He <br /> stated that the City now has 400 full time employees , with salaries and employee <br /> benefits amounting to over five million dollars a year . Operation of City <br /> government is big business and should be supervised by a professional staff <br /> devoting full time to this personnel operation . <br /> Councilman Rosselli commented on added costs that a new department would result <br /> in , and his belief that such a reorganization would be more appropriate at <br /> budget time . He was also opposed to taking action before sufficient time taken <br /> for discussion . Mayor Bury assured him the matter was before Council tonight <br /> for discussion only , and no formal action was scheduled . <br /> Councilman Weymouth , noting that he will be absent from the September 22nd <br /> meeting when the matter will be on Agenda for Council action , expressed his <br /> approval for the plan . He believed the City is large enough to warrant full <br /> time Personnel Department and is in favor of its establishment now . <br /> . '69 <br />
