464 <br /> COMMUNICATIONS : <br /> San Francisco Forty -Niners , transmitting check for $2500 <br /> as contribution to youth benefit programs , and advising <br /> pre -season training activities moved to Santa Barbara will prevent <br /> continuing scrimages in Redwood City . ( Copy submitted to Council ) <br /> Mayor Bury advised he would acknowledge the contribution on behalf of Council , <br /> and express City ' s appreciation ( Memo 9/16/69 ) . <br /> State Senator Lawrence E . Walsh concerning legislation re - <br /> storing control of topless and bottomless entertainers to local <br /> government , and enclosing set of guidelines if local governments <br /> wish to enact laws in matter ( Copy submitted to Council ) . <br /> It was noted in Council discussion that City of. San Francisco is attempting to <br /> enact laws on the subject , and it was suggested that Ordinance Review Committee <br /> observe progress of San Francisco in their efforts . Mayor Bury requested <br /> Assistant City Attorney to review this with City Attorney for recommendation <br /> ( Memo of 9/16/69 ) . <br /> Charles F . Middleton , 3015 -#405 East Bayshore , dissertation <br /> on cement dust residue ( Copy submitted to Council ) . <br /> Mayor Bury stated he would like Mr . Middleton to be informed that the cement <br /> plant is outside of City ( Memo 9/16/69 ) . <br /> Frank DePatta , Chairman , Veterans Memorial Commission , <br /> regarding building fund of Veterans Memorial Building , and request - <br /> ing Council have a representative at their meeting on October 2 , <br /> regarding re -establishment of a three mill tax rate to improve <br /> facilities , as well as reimbursement of $ 54 , 500 ( Copy submitted <br /> to Council ) . <br /> Mayor Bury advised Mr . DePatta had discussed matter with him prior to writing <br /> the letter . Mayor Bury noted he would be out of town at date of that meeting , <br /> but felt that due to variety of problems , Council should be represented , and It <br /> was decided that Councilmen Petersen and Rossel. li would attend ( Memo 9/16/69 ) . <br /> Helen C . Moore , City Clerk , requesting acceptance of her <br /> resignation , effective October. 31 , 1969 , from her position <br /> as City Clerk-Treasurer --Collector . <br /> Councilman Arnett moved to accept the resignation , with expressions of deep <br /> regret , seconded by Councilman Weymouth and carried ( MINUTE ORDER # 69 -183 ) <br /> Mayor Bury advised of communication he received from Chamber <br /> of Commerce of United States re Urban Action of Oakland meet - <br /> ing , which will conflict with LCC Conference , and stated he will <br /> respond ( Memo 9/16/69 ) , <br /> Councilman Petersen informed Council he had been requested by Council of Mayors <br /> totestify at Assembly hearings on Transportation in his capacity as Chairman <br /> of Transportation Committee , and invited Council to offer advice or recommendations <br /> if they have any for his guidance , with regard to mass transportation .. He felt <br /> the hearings would engender interest in the subject , and stated Bay Area Trans - <br /> portation intends a one cent per $ 100 tax rate and could go on from there . Also , <br /> that In future would have authority to foist possibly an undesired transportation <br /> system on a County . <br /> He advised further that Council of Mayors has not taken an official position . <br /> Transportation Committee intends to gather information through meeting with <br /> Greater Highways Commission , Board of Supervisors and representatives of four <br /> cities , and with BART , to consider extension of. BART to San Francisco Airport . <br /> to <br /> He emphasized objective is/gather information and outline our area problems , but <br /> not to represent point of view of Council . <br /> Mayor Bury brought up the matter of covering councilman Petersen ' s expense for <br /> his appearance at the hearing , and Councilman Keckley moved to approve expenses <br />
