Sinkunas first referred to a newspaper statement <br /> indicating their installation would not be completed <br /> within the required deadline and refuted the statement <br /> as being totally incorrect because they fully expected to <br /> meet this commitment . <br /> He reported on the 20 . 3 miles of plant completed to date <br /> within the City and of the cooperation which had been <br /> assured by PGE and the Telephone Company . He also noted <br /> that the converters had been ordered and expected shipment <br /> shortly so that they will be in operation for the additional <br /> channels . He also reported that the contractor for in - <br /> stallation of system had been changed by them , effective as <br /> of this date , which was expected to improve the public <br /> relations . <br /> In answer to Council question of telecast channels expected <br /> for full sport coverage , Mr . Sinkunas advised ti would <br /> depend on the Federal Communications Commission final re - <br /> ports to be made by December . He advised of the converters ' <br /> capacity of 27 channels ; cbst of converter to subscriber . 75$ <br /> per month with refundable deposit of $ 17 . 95 . He stated he <br /> would place a converter on exhibit in the City Hall for <br /> examination and submit further information . <br /> Mayor Bury left the meeting for five minutes at 7 : 50 P . M . and Vice Mayor <br /> Petersen presided . <br /> Mr . Sinkunas was requested to describe marketing practices <br /> for obtaining subscribers and commented on criticism which <br /> had been noted . He advised of the changes made in their marketing <br /> with an enlargement of their office staff and how backlog of <br /> orders had been caught up and promotion resuming on a smaller <br /> scale , so she should run more smoothly . <br /> In questioning whether any specific complaints had been filed <br /> against former contractor when installations made since publicity <br /> had been noted on damages to fences , trees , etc . , Mr . Sinkunas <br /> said no specific complaints had been received by them as most <br /> complaints had been made directly to City but advised how such <br /> complaints were handled . He also reminded that contractor for <br /> installation was covered by insurance and bonded , besides <br /> insurance and bonds carried by their own Company , but assured <br /> Council complaints were to be taken care of completely and <br /> immediately when received . <br /> In reply to question of how maintenance of this system would be <br /> planned after completion , Mr . Sinkunas advised of their office <br /> at 894 Industrial Road and of the present enlarged staff of six <br /> office girls , one secretary , nine technicians , three installers , <br /> and one chief engineer , which can be increased further as sub - <br /> scribers with a potential of 4 , 000 when installation completed , <br /> or within a four or five year period thereafter . <br /> Mr . Martin , 6830 La Honda Road , questioned whether area around <br /> Skyline Boulevard was to be considered for this type of <br /> installation . <br /> Mr . Sinkunas advised their application for franchise has been <br /> submitted to Town of Woodside . <br /> City Manager explained that this discussion concerned property within the City <br /> of Redwood City , only . <br /> PUBLIC HEARING , Resolution of Preliminary Determination , OAK KNOLL-CANYON LANE <br /> SEWER IMPROVEMENT DISTRICT , declared open and affidavits of publication and <br /> posting ordered filed . It was noted plans and specifications were revised to <br /> include the recently acquired City park property in this District , and provide <br /> for payment by the City of the assessments to be made against Parcels 1 , 2 , 3A , <br /> 4 and 5A , and that this public hearing will establish the District boundaries <br /> and describe the work proposed to be done . <br /> There being no communications or oral protest , Councilman Keckley moved to close <br /> the public hearing , seconded by Councilman Rosselli and carried . <br /> Councilman Rosselli moved to adopt RESOLUTION NO . 6105 BEING RESOLUTION OF PUBLIC <br /> CONVENIENCE AND NECESSITY, OAK KNOLL-CANYON LANE & VICINITY SEWER IMPROVEMENT <br /> DISTRICT , seconded by Councilman Arnett and carried on roll call vote , Councilman <br />
