City Attorney advised <br /> of the legal requirements to publish "Notice to Bidders " which are available to all <br /> dealers , and pointed out Council ' s prior action inviting bids from outside City re- <br /> ferred only to the informal invitation to bidders . City Manager indicated invitation <br /> to bid in this instance had been made to only local dealers . <br /> Council also questioned penalty involved should delivery not be made within the <br /> specified time and was advised of the 10% bid deposit on file . City Manager was <br /> also asked whether recommendation should be made as to bidding wholly within the <br /> City and Council ' s previous policy decision rescinded . City Manager stated since <br /> meeting held with car delaers revisions had also been made in specifications for <br /> cars which had solved many previous problems ; he suggested , however , it might be <br /> well to meet again with the local car dealers and make a recommendation to Council <br /> thereafter whether policy decision previously made by Council to invite bids from <br /> outside the City , might be rescinded .
