470 <br /> Proposed reorganization of Personnel Section . <br /> City Manager ' s recommendation for reorganization of this section) was noted to <br /> have been accepted for last Council meeting of September 15th . City Manager <br /> now recommended that an annual salary of 317 , 000 for Director of Personnel <br /> be authorized ; deletion of the Assistant to the City Manager at $ 12 , 800 ; <br /> salary for Personnel Analyst in Range 50 ( S883-1105 ) and that an appropriation <br /> or S1 , 000 be authorized to fund an interim classification study of specific <br /> problem classifications . <br /> He also recommended approval of job specifications for " Assistant Purchaser " <br /> and amendment to the Salary Ordinance to provide payment in Range 37 . Council - <br /> man Rosselli indicated that action proposed for this reorganization should be <br /> more thoroughly discussed at an Executive Session of Council , and specifically <br /> y <br /> noting his areas of concern as to deletion of classification for Assistant to <br /> City Manager , appointments being considered , salary ranges , etc . Mayor :Bury <br /> advised he intended to call for an Executive Session to discuss other personnel. <br /> matters and that this present proposal might also be included . <br /> Discussion and questioning held thereafter as to whether need existed for <br /> further discussion of this item since recommendation by City Manager had been <br /> accepted by Council previously for this reorganization and all personnel anpoi.nt - <br /> ments to be made thereunder were under jurisdiction of the City Manager . <br /> City Attorney advised of the requirements for discussion of personnel items <br /> during Executive Session and difficulty at this point to determine point at <br /> issue as discussion presently T i_ndl !. ded two elements , one being appropriate <br /> . <br /> for discussion during Executive Session relating to individual personnel_ , <br /> but not policy element on reorganization . <br /> City Manager stated action by Council would not have been requested if his <br /> recommendation for this reorganization had not been approved by Council at the <br /> last meeting and by such approval implementation of policy change was requested . <br /> Fe thereafter noted qualifications of Mr , Al. Wiers presently in this <br /> personnel. section . <br /> Mayor Bury again indicated his request for Executive Session did not relate <br /> to this issue , and consensus of Council indicated action should proceed <br /> inasmuch as policy change for this reorganization had been approved by Council <br /> at their last meeting . <br /> Councilman Keckley moved to introduce Ordinance appropriating from un - <br /> appropriated balance of budgeted reserves of General Fund $ 11 , 737 fovipaymen_t <br /> of salaries , and $ 1 , 000 for contractual services , for Department of City <br /> Manager , Personnel Administration , seconded by Councilman Arnett and carried , <br /> Councilman Rosselli voting no . <br /> Councilman Arnett moved to introduce Ordinance adding Section 25 . 5 to , and <br /> amending Sections 13 and 36 of Ordinance Now 1382 the Salary Ordinance of <br /> the City of Redwood City , adding positions of Assistant Purchaser , Personnel <br /> Analyst and Director of Personnel and deleting position of Assistant to the <br /> cr' 6 City Manacer , seconded by Councilman Keckley . <br />
