He <br /> detailed how study had revealed , although Broadway might be considered a major <br /> artery , because of the deadend , the proposed frontage road extending through to <br /> Rollison Road could handle through traffic . A realignment could be made at <br /> Bay Road or Spring terminal where Broadway is proposed to be abandoned . <br /> He advised Planning Commission , after presentation of this proposal , had voted <br /> 6 to 1 to recommend to Council that Broadway be abandoned between Douglas and <br /> Second Avenue for specifically cited reasons . Discussion held concerning <br /> need for publicity to property owners in area , residential and commercial , by <br /> way of holding informational clinics prior to initiating proceedings and hold - <br /> ing of required public hearings , should Council determine to proceed . <br /> Mr . Harold Hjertberg , Assistant Secretary of Ampex Corp - <br /> oration , reviewed growth of their plant and expansion of <br /> branch divisions into many other areas in the United States and <br /> other countries , from their original site here in Redwood City , <br /> and subsequent decision which was proposed and presented to City <br /> of their desiring to expand this site with a Headquarters com- <br /> plex . He stated planning had advanced since that initial proposal <br /> to point now where , since acquisition of additional property <br /> across Broadway , and fact Broadway was a deadend street a short <br /> way beyond their holdings and not a thoroughfare , their not <br /> being able to proceed further without a decision being made <br /> by Council as to whether this portion of Broadway can be <br /> abandoned . <br /> Mr . Hjertberg then presented to Council for their perusal photos <br /> of design plans for their expansion , indicating placement of <br /> buildings and parking areas with open courtyard connecting cross - <br /> wise , if Broadway abandoned , and on which they had no alternatives <br /> to present . He stated , as being a former member of City ' s Planning <br /> Commission , he felt traffic planning diversions proposed could be <br /> a help to residential area adjacent . <br /> In answer to question whether alternatives had been studied <br /> as to use of air space in crossing Broadway , as used in several <br /> other noted complexes , Mr . Hjertberg stated such other alter- <br /> natives had been discussed but because of relocation of utilities <br /> which would be necessitated , and other factors , it was not con- <br /> sidered to be feasible economically . He also reviewed how this <br /> type of development allowed for a tremendous amount of open <br /> space , way above standards required . <br /> After further discussion and questioning of the planning for this expansion <br /> program , City Manager advised Staff will be prepared to make a recommendation on <br /> next procedural steps , should Council approve to this point and would suggest : <br /> ( 1 ) Council direct Staff to prepare a resolution of intention to abandon this <br /> portion of Broadway , retaining necessary public utility easements , and setting <br /> public hearing ; ( 2 ) Direct Staff to meet with Ampex officials and work out <br /> details as to provisions of an agreement for construction of a frontage road , <br /> preferably before entering further abandonment procedures ; ( 3 ) Council indicate <br /> whether it is their desire that Staff hold information clinics to further acquaint <br /> those interested prior to date of public hearing . <br /> Councilman Henderson moved to accept the three recommendations of Staff and that <br /> they be returned to Council when ready , seconded by Councilman Keckley . After <br /> further discussion as to procedures followed in setting required public hearing , <br /> as to notification to those concerned , etc . , motion carried on roll call vote , Mayor <br />
